Duties
You will serve as an IT Specialist in the NC3 Strategic Monitoring Division of the Operations Department at Naval Network Warfare Command, Suffolk, VA.
You will manage several major projects/programs related to the NC3-N networks and maintain, and report as needed, situational awareness of the NC3-N network and systems.
You will provide oversight of NC3 sites within the Event Management reporting tool, ensuring reporting accuracy and understand various forms of communications, to include networking and telecommunications.
You will develop, plan, and identify requirements to ensure the availability of funds, training, and resources (short and long term) to support assigned programs.
You will coordinate with program offices and stakeholders to propose recommendations to NC3 systems and network.
You will be responsible for analyzing network workload, monitoring network capacity, performance, and provide recommendations to existing software security tools, and identify requirements for future security and monitoring tools.
You will guide, assist, and train the 24-hour NC3 Strategic Monitoring Watch Team, related to systems, tools, procedures and policies.
You will serve as the Subject Matter Expert to the supervisor on all NC3-N planning, organizing, and implementation of future networks.
You will be responsible for identifying security risks and determining/developing solutions to integrate security solutions.
You will analyze program development and conduct enterprise-wide studies to evaluate and determine IT requirements; evaluate data and develop study findings, conclusions, and recommendations; and conduct post-implementation studies.

- This position may require travel from normal duty station.
Qualifications
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Developing and maintaining situational awareness (SA) of NC3 Systems requirements & capabilities to ensure effective Command and Control and Communications (C3).
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interfacing with multiple stakeholders within and outside of the command in the resolution of NC3 incidents and outages.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing situational awareness and impact updates on NC3 Network operations, and discuss technical understanding with stakeholders as needed.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Effectively providing direction with managers and employees at all levels to negotiate changes, resolve differences and problems.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience applying Information Technology Infrastructure Library (ITIL) Incident management methods to the planning, implementing, managing and executing of systems restoral and troubleshooting.
-Experience developing ITIL foundations for IT services management, data flow, interactions, and processing capabilities of existing communications and networking systems to develop and manage new ways to securely exchange operational information in a joint environment.
-Experience utilizing emerging technology providing leadership and technical guidance to specialists involved in life cycle management of command and control systems.
-Experience performing assessments of network operations and security risks by using tools such as Remedy, Host Based Security System (HBSS), SPLUNK, Enterprise Network Management System (ENMS), Integrated Network Management System (INMS), SPLUNK, Mission Assurance Decision System Support (MADSS), or similar programs.
