You will serve as a Quality Assurance Specialist in the Vendor Selection and Analysis Division of the Nuclear Supplier Value Management Department of the Nuclear Reactors Supply Chain Management Directorate of NAVSUP WEAPON SYSTEMS SUPPORT.
Duties
You'll be responsible for providing technical analysis, and processing Product Quality Deficiency Reports (PQDRs) and Engineering Referrals (ERs) from Forces Afloat, prototype reactor sites, and end users regarding procured complex repair parts.
You will, through the PQDR/ER resolution process, ensure accuracy and adequacy of technical procurement and quality assurance requirements contractually utilized in the acquisition process.
You will review and analyze the PQDR or ER to ensure the quality of the material, as required by the contract, has not been degraded or violated.
You will initiate and conduct supply system stock inspections of Defense Logistics Agency (DLA) and Navy assets and reviews results.
You will be responsible for recommending and advising, verbally or in writing, engineering/technical changes to specifications.
You will interact with other directorate personnel in daily operations resulting in the procurement of better quality material, increased availability and acceptability of supply system assets, and overall better service to customers.
You will independently managing your own case load, establish priorities and ensure timely and adequate action is taken to comply with mandated time frames to complete PQDR/ER processing, and/or resolve reported deficiencies.
You will be responsible for cradle to grave management of PQDRs/ERs in the following categories: Ship Alteration Kits and the Nuclear Water Chemical Team.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Acquisition Workforce members must complete 80 hours of Continuous Learning Points every two years. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the following duties: 1) Providing technical expertise necessary for ensuring the stringent technical/engineering/quality requirements for the acceptability of procured Nuclear Reactor Plant (NRP) components, equipment, and repair parts are met; 2) Reviewing the adequacy of contractor's quality control programs and their ability to meet contractual quality/certification requirements; 3) Reviewing and analyzing Product Quality Deficiency Reports (PQDRs) to ensure the quality of the material, as required by the contract, has not been degraded or violated; 4) Reviewing and evaluating procurement contracts, technical data packages, Individual Repair Part Ordering Data (IRPODs), drawings, Provisioning Technical Documentation (PTD), military specifications and standards, PQDR history and more to determine an appropriate course of action; and 5) Providing technical quality guidance/direction for material throughout the life cycle from pre-award stage until it is no longer serviceable and removed from service.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successfully completed a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
- Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
