About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Work closely with the Commanding General and his spouse, staff and major subordinate Army War College departments and institutes on all protocol matters
Serve as a subject matter expert on all aspects of protocol support
Independently develops, integrates, and executes all aspects of protocol for special events, official social functions, conferences, and ceremonies of the Army War College
Oversee contract management and develop cost estimates for various special events
Serve as custodian of funds collected from invitees attending official social functions
Assist in developing cost estimates and the annual budgetary plan and schedules of expenditures of protocol funds throughout the year
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Must possess a valid state-issued driver's license.
- Must be able to lift up to 25 lbs.
- Must be willing to work evenings, weekends and/or holidays to support the mission.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

This is a TERM not to exceed 24 months position with the option to be extended up to 8 years at the discretion of the agency. At the discretion of the agency, this position may be converted to career-conditional or career after 2 years in the competitive service
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience at the GS-07 grade level or equivalent which prepared you to do the work in this job. Specialized experience is defined as: 1) providing protocol support for sponsored activities; 2) coordinating conferences, visits, and meetings for distinguished guests; and 3) providing protocol advice and guidance to management.

Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position, such as Public Affairs, Human Resources, or Business Administration/Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
