This position is part of the Office of Human Resources Management with DFC.
As a Management Analyst you will be responsible for succession planning, workforce projections, HR manpower administration and documentation, and serves as the agency subject matter expert on matters pertaining to the use of Human Resources Information Systems (HRIS), including ensuring that DFC's HRIS needs are represented in meetings and user group forums in compliance with system enhancements and migrations.
Duties
Assists the Vice President of HR and the HR Director in the development and implementation of a strategic planning process, including the development of short- and long-range plans, operating plans, and appropriate evaluative mechanisms to access performance of the human resources function.
Uses HR Information Systems (HRIS) to compile reports, review and analyze workforce data and report on historical workforce trends and workforce projections. Collaborates and facilitates discussions with senior management, process owners, and technical staff to create comprehensive workforce analysis solutions that meet organizational objectives.
Consults with agency leaders in the areas of strategic and workforce planning to support strategic decision making.
Ensures accurate data and analyses are conducted that enable leadership to meet reporting requirements and foster data driven decision making.
Utilizes advanced workforce analysis to develop and deploy a robust human capital measures program that measures the effectiveness of business decisions and drives high performance business results.
Analyzes data for inconsistencies, data gaps, and data governance failures; engages in cleaning and managing datasets, running database queries, and recommends corrective measures to improve data governance where necessary.
Translates data definitions, analytic findings, and data limitations into concise, plain language.
Supports activities meant to improve talent management at DFC. Serves as the agency "super user" for DFC HR HRIS. HRIS may be agency or vendor hosted, and are used to support personnel management, learning management, performance management, and workforce analytics.
Works on OHRM and agency level projects requiring human capital planning and data knowledge. Participates fully with leadership and the OHRM team to accomplish high level projects and work assigned to the organization.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability in all of the following:
1) Experience developing and producing high-quality timely, accurate, and rigorous quantitative and qualitative data analysis and data visualizations.
2) Experience utilizing business analytics and information technology tools, to create reports and analyses, graphs, pivot tables, and narratives.
3) Experience integrating data from different sources (e.g., human resources staffing and payroll systems, internal tracking documents, survey data, etc.) to comprehensively analyze human resources data.
Note: Education is not substitutional at this grade level.
