About the Position: Serves as the Senior Legislative Advisor to the Assistant Secretary of the Army for Installations, Energy and Environment (ASA (IE&E)) who has responsibility for developing the ASA IE&E legislative program and implementation strategy, located in Arlington, VA.
Duties
Serve as an expert on legislative affairs by advising in the development of a legislative affairs strategy in support of installation, energy and environment capabilities and initiatives.
Track and synchronize engagements with the Congressional calendar, to include identifying opportunities for Army Senior Leaders to proactively engage on initiatives ahead of annual defense authorization and appropriations mark ups.
Track and assess all congressional reporting requirements that pertain to the agency portfolio, and review, analyze, and edit annual reports to Congress.
Perform the full range of congressional liaison work including staffing, research, analysis, and formulation of official responses to written and telephonic requests from Members of Congress, their staffs, and Congressional committees.
Maintain an active dialog with the legislative office of the Department of the Army, all Service Departments and the Department of Defense, as well as other governmental agencies, and the corporate community.
Integrate the U.S. Army legislative budget priorities into Congressional strategies to inform, advance, and defend the Army's annual budget request and programmatic priorities within the annual Defense and Military Construction Appropriation Bills.
Lead congressional hearing preparation, to include written and oral statements, advanced mock Q/A's and preparing hearing materials for Army Senior Leaders where portfolio equities are involved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require temporary duty (TDY) travel up to 25% of the time.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
- Incumbent must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
Qualifications
Position may be filled as a temporary promotion or temporary reassignment NTE 2 YEARS by a current permanent Army employee.
Position may be made permanent.
Temporary promotions or reassignments, for current Army employees, may be extended up to a maximum of five years, and may be made permanent without further competition.
Position may be filled as a term appointment NTE 2 YEARS, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years. Your appointment will be time-limited.
If you are a current federal employee, or a current Army employee when gaining and losing organizations do not agree to Return Rights, you will be converted from your permanent appointment to the non-status, time-limited appointment. You will not have Return Rights to your current activity.

GS-13 - assisting leadership and staff in staff related congressional matters; preparing written correspondence such as, articles, letters, documentation for briefings, etc.; drafting formal and informal responses to Congressional requests for information and Congressional inquiries; and assisting budget liaisons with coordination of Congressional delegation and Congressional staff delegation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-14 - performing congressional liaison work such as: staffing, research, analysis, and/or formulation of official response to written and telephonic requests; coordinating legislative affairs and initiatives with higher echelon; representing leadership at external meetings and high-level conferences; and analyzing trends and evaluating legislative and other program directives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
