The incumbent has a key role in the linkage of administrative and clinical functions within the Extended Care and Rehabilitation (EC&R) service line. H/She works closely with department and SL leaders to accomplish the mission of the area. H/She independently plans and evaluates the functions of and implements improvements in all administrative matters related to the assignment. The incumbent provides a full range of administrative functions including a variety of unique and recurring services.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. Duties of the position include, but not limited to:
Responsible for the administrative functions associated with various clinical programs within REC.
Responsible for working with program leaders and manager to develop appropriate levels of administrative support in the program being managed and will develop tools, monitors, reports and information regarding the assigned program.
Performs work in support of the assigned programs and projects to include but not limited to performance measures, performance improvement, program efficiencies, budgetary controls, expenses, audits and overall operation of the service.
Plans, designs and carries out complex assignments independently, keeping program leaders informed of progress.
Plans, develops and directs administrative activities and provides leadership to achieve optimum operations of the department, both internally and in coordination with medical center administrative and clinical services.
Responsible for the acquisition and collation of data pertinent to the program's operational activities.
Gathers and analyzes patient, statistical and financial data for trends and provides related reports, graphs, flowcharts, spreadsheets as required.
Provides consultation for clinical and administrative components to find the most effective method of accomplishing improved delivery of care and utilization of services.
Provides administrative support to ensure effective operations reporting, evaluation and requirement related to various regulatory bodies such as JCAHO, CARF, VA OIG and others.
Establishes criteria for internal reviews, monitors for change in mission, goals, new legislation, and technological advances, analyzes and assesses for potential impact/change to work methods and need to development of new systems or processes.
Supervise a variety of support staff including telehealth technicians, program support assistants and MSA's.
Provides leadership, counsel and instruction to employees on both work and administrative matters, hears and resolves complaints and grievances and refers unresolved or more serious unresolved issues to a higher-level supervisor or manager when indicated.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Complex clerical and administrative work including purchasing and managing expenses; Collecting, compiling and and/or tracking data and statistical information; Preparing a wide variety of recurring and non-recurring correspondence, reports, graphs, charts and presentations; Maintaining office files and records, and collaborating with partners and leaders in management of programs.
