This position is in the Office of Communications staff, LGY, Veterans Benefits Administration. The incumbent will have varying assignments according to their expertise and familiarity with the administrative processes and technical aspects of program operations. The Home Loan Guaranty program provides guaranty backing for home loans made by private-sector lenders, and assists Veterans and Servicemembers, who encounter financial difficulty in making their mortgage payments, avoid foreclosure.

Duties

Specific duties include: Communications Development and Delivery: The SMACOM is responsible for ensuring that the Communications project and initiative teams are appropriately resourced, including with effective, professionally prepared professionals for standing and upcoming efforts, in terms of skillsets, relevant experience, communication expertise, multi-channel skills, and other outcome-relevant abilities. The incumbent is responsible for directing team resources to specific projects and initiatives, in collaboration with the MPASC and with the delegation of the Communications Chief, and supporting the Chief as needed in the acquisition of such resources. Communications Evaluation and Effectiveness: Works with LGY business sections, VBA training staff, and third-party contractors to develop needs-based messaging and determine communication effectiveness after release and on a periodic basis. Teamwork, Interpersonal Skills, and Customer Service : The SMACOM expends considerable effort planning, prioritizing, scheduling, assigning, and evaluating work based on its specific requirements, including ensuring that messaging is factually accurate and reflective of the Director's intention. The SMACOM collaborates closely with the Chief and with the MPA, Strategic Communications, and other stakeholders to ensure consistency and excellence in content, timeliness, and execution. Work is matched with appropriately skilled and experienced team members, for short-term activities, longer-term initiatives, and for ongoing communication campaigns. The SMACOM coaches, counsels, provides feedback on specific projects and initiatives, and works to maintain positive communication, engagement, and transparency to stakeholders in all projects and initiatives. The incumbent's communication efforts focus both on technical achievement and team collaboration. Program/Project Management, Monitoring, and Control: General Project Management The SMACOM implements Project Management principals to communicate assignments, project scope, problems to be solved, milestones, and deadlines and time frames for completion. Jointly (with business line stakeholders) develops the communication project/initiative scope, work breakdown structure, and schedules to meet deadlines for implementation of communication initiatives and campaigns. Financial and Contract Management Plans and supports development and procurement strategies for content subject matter expertise, when external, and cost/benefit analyses to assess return on communication methods, techniques, and initiatives and campaigns overall. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/12/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: GS-13 Level: Specialized experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and communication strategies. The incumbent also should extensive knowledge of the role VA's home loan program plays in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed. The incumbent should have at least twelve years of specialized experience, subject to great specificity as described here. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within LGY or another major mortgage guarantor/issue. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer. The incumbent may become fatigued due to reading difficult types of printed and handwritten material over an extended period.
