The Administrative Officer serves within the Logistics Service and coordinates and implements all administrative activities of the service and reports directly to the Facility Chief Supply Chain Officer (CSCO). This position is located at the VA Medical Center in Brockton, Massachusetts.
Duties

This position has administrative responsibility, accountability, and oversight for the Logistics programs and activities across the full jurisdiction of the health care system. This system includes multiple sites and programs to include a Regional Office and multiple Community Based Outpatient Clinics (CBOCs).
Duties include but may not be limited to:
Oversees all aspects of human resources functions for the Logistics Service to include position descriptions, recruitment, employee/labor relations, training and other related activities.
Executes and monitors balances of fund control points.
Manages budget formulation and execution for a changing budget of administrative expenses.
Prepares detailed procurement requests and maintains procurement and contracting records.
Provides input into policies and action plans to ensure compliance with regulatory entities.
Develops and keeps all position descriptions, and organizational charts current.
Attends meeting, prepares agendas and minutes.
Prepares presentation materials related to financial, space, and equipment programs.
Acts as the Contracting Officers Representative (COR) to manages procurement and contracting functions for the department.
Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice.
Prepares, edits and archives all official correspondence requiring signature or approval.
Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies.
Develops space requests and coordinates movement.
Provides expert advice on procurement issues.
Coordinates and conducts audits and inspections.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:00am - 3:30pm

Qualifications
To qualify for this position, you must meet one of the following:
SPECIALIZED EXPERIENCE: Requires at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of this Administrative Officer position, and that is typically in or related to the work of the position to be filled. Specialized experience includes performing administrative duties such maintaining documents and files; preparing correspondence, meeting agendas and minutes; interpreting and/or developing policies; and assisting with contracting/procurement activities. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills and abilities necessary to do the work of the Administrative Officer position. This education must have been obtained in an accredited in an accredited college or university.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of this Administrative Officer position.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
