As a Program Manager at the GS-0340-15, you will be part of Human Capital Data Mgmt and Modernization, Office of Personnel Management. If selected, you will be responsible for the effective management of multiple components including the planning, management, and evaluation of the electronic Official Personnel Folder (eOPF) technology platform; and delivering excellent customer service and training to its customers (federal agencies) in a fee-for-service business model.
Duties
Leads planning, program activities and performance management for all aspects of the eOPF program, including short- and long-range strategic plans to achieve goals consistent with OPM’s strategic plan.
Analyzes eOPF programs and recommends resource allocations and funding agreements for services.
Directs establishment of management/internal control systems to ensure resources are safeguarded, promote ethical practices, encourage individual integrity, and adhere to OPM’s values.
Establishes and contacts and relationships with Federal agencies, key OPM agency partners, Congressional staff, and other organizations concerned with implementation and maintenance of electronic official personnel records, systems and services.
Consults with leadership and key stakeholders on formulation and implementation of organizational operating policies and plans to support the digital modernization journey and improve the delivery of core programmatic services across the government.
Qualifications
Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-14 grade level (obtained either in the private or public sectors) in the normal line of progression for the occupation in the organization, performing ALL of the following:
(1) Demonstrated skill in managing a federal Human Resource (HR) information program for large, complex agencies or organizations that utilize technology to deliver critical services.
(2) Executing cross-functional projects to solve business problems and improve business operations.
(3) Demonstrated experience in organizational change management.
(4) Communicating both orally and in writing to a variety of audiences, to explain programs, functions, and activities to gain buy in to the program's strategic plan, modernization activities, project planning, and customer requirements.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.
