The incumbent serves as the Director of the Bureau of Certification and Licensing (BCL) which protects the public from financial harm through its licensing, registration, and surety bonding programs governing ocean transportation intermediaries (OTIs), and by requiring passenger vessel operators (PVOs) to maintain adequate financial coverage to reimburse cruise cancellations or to cover liability in the event of death or injury at sea.

Duties

Ideal Candidate Statement: The ideal candidate should be results-driven leader who can effectively manage multiple priorities, meet deadlines, and drive mission objectives as it relates to the agency and the Bureau of Certification and Licensing and possess expert skill and knowledge in application and/or certification processing for regulated entities or programs. As a Supervisory Program Manager (Director, Bureau of Certification and Licensing), you will: Determine the need for and recommend Commission policies, plans, goals, organization, and courses of action; commit agency resources; initiate and/or discontinue projects; coordinate programs; and represent the Commission in a broad range of business dealings. Plan, organize, direct, and coordinate complex bureau programs of national and international significance. In consultation with the Managing Director, participates in developing program-related plans, new or revised policies and standards, and rules and regulations. Render policy decisions and provides bureau-wide guidance for technical and administrative activities and functions. Plan, develop, implement and administer policies, programs, organizational changes, work assignments, workflows, and activities involved in the licensing, registration and renewal of OTls. Plan, develop, implement and administer policies, programs, organizational changes, work assignments, workflows and activities involved in monitoring passenger vessel activity related to the issuance of certificates to owners and operators of passenger vessels that have evidenced financial responsibility to satisfy liability incurred for nonperformance of voyages or for death or injury to passengers and other persons. Brief the Managing Director, Deputy Managing Director and other agency management officials on current and proposed policies, programs, and decisions relating to bureau programs, and present same in memorandum or at Commission meetings for the Commission's consideration. Provide operational consultation and advice to agency top management and other Commission staff on policies, rules, and related problems concerning bureau matters. Render advisory services to representatives of the ocean shipping industry. Exercise managerial and supervisory responsibility for bureau professional and administrative staff through subordinate supervisors. Develop long-range program goals and objectives. Review and appraises bureau operating programs, objectives and accomplishments on an ongoing basis to ensure the proper, timely, and efficient implementation and execution of bureau responsibilities and authorities under the shipping statutes and other established guidelines. Participate and collaborate with senior executives in the development of the agency's strategic plan, for final approval by the Commission. Represent the Commission in a broad range of conferences or meetings with industry, legal representatives and other governmental agencies as required.

Qualifications

You must meet the following requirements by the closing date of this announcement: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: planning and administering policies, programs and activities involved in monitoring federal licensing and/or certification programs; providing supervisory oversight for professional and administrative staff; determining the need for new or revised policies, plans, goals, organization and corrective actions which impact the entire agency; and providing operational consultation and advice to top management and other staff on policies, rules, and related programs matters. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
