As a Survey Statistician at the GS-1530-13, you will be part of Office of Personnel Management/Employee Services, Talent Acquisition, Classification and Veterans Programs, Classification and Assessment Policy (CAP). If selected, you will be responsible for work in the CAP office conducting studies using survey methodology and statistics to inform the development of skills-based policy for improving talent management activities governmentwide and to shape the future of hiring for Federal jobs.
Duties
Ensure surveys conducted by CAP use proper techniques in frame development, sampling, instrument design, data collection, processing, weighting, and analysis.
Lead or serve as team member in the testing, administration, and analysis of government-wide and agency-wide surveys to produce results of sufficient rigor to inform Human Capital management, program development, and policy decisions.
The work requires analytical ability, sound judgment, and expert knowledge of complex measurement theory, survey methodology and statistics.
Apply statistical theories, principles, concepts, methods, techniques, and practices in both standard and unique ways to design, develop, and implement significant data collection for government-wide and agency-wide surveys.
Analyze and interpret statistical data to identify significant differences in classification, job grading, competencies, and qualifications trends.
Perform a variety of advanced statistical duties including gathering, organizing, compiling, and reviewing data involved in publications, special studies, and ad hoc requests.
Qualifications

In order to qualify, you must meet the education and experience requirements described below.
Basic Requirements:
A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. (Note: You must attach a copy of your transcripts.)
OR
A combination of education and experience-courses as shown in "A" above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) collecting, computing, and analyzing statistical data, (b) applying statistical techniques such as measurement of central tendency, dispersion, skewness, and sampling error, simple and multiple correlation, risk analysis, Poisson regression, logistic regression, analysis of variance, and tests of significance. (Note: You must attach a copy of your transcripts.) Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include this information with your application package.
AND
For the GS 13: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience in performing all the following: experience designing and developing surveys or questionnaires; planning and conducting data collection; reviewing, analyzing, and interpreting statistical data; selecting statistical techniques and using statistical software (e.g., SPSS, SAS, Python, Excel, or other tools); testing automated and web data instruments (e.g. survey or other data collection tools); documenting procedures and results; conducting and participating in projects from start to finish; setting priorities; maintaining schedules; solving statistical or complex problems that occur; leading or working on teams; and completing projects according to project plans. The experience should have included a full range of statistical work such as (a) sampling, (b) collecting, and analyzing statistical data, and (c) applying statistical techniques such as the measurement of central tendency, dispersion, skewness, sampling error, simple and/or multiple correlation, analysis of variance, and/or tests of significance.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
