As Senior Statistician, directs the Confidential Close Calls Reporting Program (CCCRP) in the Bureau of Transportation Statistics (BTS) & serves as the Director of the Office of Safety Data and Analysis (OSDA), providing management, planning & implementation of the CCCRP, to help understand major safety issues in transportation, identify gaps & inconsistencies in data, develop methodologies to address the gaps and inconsistencies, & provide a body of analysis that can be used to inform policy.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Experience providing management, planning and implementation of a program for safety reporting, close calls, near misses or safety precursors to help understand major safety issues in transportation. Experience identifying gaps and inconsistencies in data, develop methodologies to address the gaps and inconsistencies, and provide a body of analysis that can be used to inform policy. Experience leading a team of professionals on a data-driven analytical team by assigning and/or delegating work, reviewing work products, and providing recommendations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Statistical Theory and Models: Applies mathematical statistical theory, measures and models for developing and implementing projects. Data Fluency: Analyzes and evaluates the quality, accuracy and validity of data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

Individual Occupational Requirements

Basic Requirements:

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
