The Program Analyst works in Health Administration Service, Data Management and Performance Improvement Section, at the New Mexico VA Health Care System, Albuquerque, New Mexico. The purpose is to design and ensure critical, clinical business processes and strategic reports and established to drive successful implementation of the VHA mandated Patient Aligned Care Team (PACT).

Duties

Demonstrates mastery of critical clinical business functions necessary for successful implementation of PACT business procedures across clinical services throughout the medical center and reports to Chief, Health Administration. Has responsibility for recommending, designing, organizing, implementing, educating, measuring related clinical business functions and efficiencies to improve veterans' access to services and improve work flow. Has direct impact on the organization ability to meet VHA goals and directives for PACT practices and requisite performance requirements and measures. Interfaces with medical, administrative, and support operations across service lines including those outside Health Administration as well as within, recognizing the interrelation between these operations with the ability to balance needs in the complex and multifaceted system. Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements. Contributes to the professional growth and development of effective teams and individuals on the team and ensures that staff is trained in Business Office principles and technical uses. Demonstrates mastery of critical, clinical business processes related to the VHA Revenue Cycle improvement Plan, such as pre-registration and the Primary Care Management Module (PCMM) and ensures relevant databases are updated regularly and reliably. Knowledgeable in the Strategic Analysis for Improvement and Learning (SAIL) report. Coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance. Conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes streamlining, etc. Responsible for a wide variety of functions related to HAS and other hospital wide services, Develops administrative policies, Memorandums and guidelines, to include standard operating procedures (SOP) for complex business functions. Prepares narrative and statistical reports, highlighting program challenges and facility accomplishments. Designs and disseminates SOP manuals, develops and utilizes monitoring tools, and provides for the implementation of Health Administration programs through on-site education and training. Work Schedule: Monday - Friday 8:00am to 4:30pm work schedule. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs; Evaluating criteria to the measurement of improvement of program effectiveness; Conducting analyses of functions and work processes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral or 3 full years of progressively higher level graduate level education leading to such a degree in education or a subject area related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate level education in a subject area related to the position to be filled. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarly sedentary, although some light physical effort may be required.
