The mission of the Defense POW/MIA Accounting Agency (DPAA) is to research, investigate, recover and identify remains of DoD personnel unaccounted for from World War II, the Korean War, the Vietnam War, the Cold War, the Iraq conflicts and the Persian Gulf War, and to disseminate appropriate information on the status of missing persons from past conflicts to authorized family members. The DPAA Director, (SES-III) reports to the Under Secretary of Defense for Policy (USD(P).

Duties

Incumbent typical work assignments may include the following: Serves as DPAA contracting expert, staff assistant to the Acquisition Director and senior advisor on all contract administration and management matters. Prepares and executes negotiation strategies on major procurement or assistance awards and provides all of the Agency's Directorates with direction and guidance on a wide variety of contracts. Exercises full responsibility and oversight in the application of procurement laws, rules and other directives and provides sound business judgments on these global actions. Regularly works with WHS, FLCY- Singapore, or other contracting activities to ensure Agency contracts and agreements are established and administered within agreed upon timelines to meet mission requirements. Provides oversight of the Agency's Government Purchase Card Program (GPC Program) by ensuring effectiveness of operations and serves as the Agency's Program's Coordinator. Serves as an advisor on grants and cooperative agreement policies and issues. Administers agreements during the pre-award, active, closeout and auditing stages and ensures compliance with applicable laws, regulations, and policies. Oversees the Directorate's significant portfolios of grants, cooperative agreements with universities, non-profit entities and non-governmental organizations. Coordinates and provides expert technical advice and oversight of the Directorate's diverse grants, cooperative agreements, service support agreements. Serves as a technical expert and key member in overseeing the Directorate's diverse grant actions and support services contracts. Interprets, implements, acts, advises and decides on major policies and course of action, ensuring the adherence of laws and regulations governing the Agency's grants, cooperative agreements and other service support agreements.

  • Incumbent shall comply with all DoD, DPAA and WHS directives, instructions, orders, policies.
  • Incumbent must be able to obtain and maintain a TOP SECRET security clearance with Sensitive Compartmented Information (SCI). A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
  • Incumbent may be required up to 25% occasional travel away from your normal duty station for official business, inside and outside the continental U.S. on military or commercial aircraft
  • Incumbent must be able to obtain and maintain a US Government passport and be willing to travel domestically and internationally
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon appointment and annually thereafter
  • This position requires the incumbent to possess and continuously maintain the Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in contracting.

  • Incumbent must graduate from the Defense Acquisition University Course GRT201, Grants and Agreements Management or another suitable alternative within 90-days of employment

BASIC REQUIREMENT Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply ONLY to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are exempt from meeting this requirement (A SF-50 must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 are also exempt from meeting this requirement. *Failure to provide transcripts may result in you being rated ineligible for this position. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: (1) Utilizing contracting and acquisition principles to execute an organization's contract and procurement functions; (2) Advising an organization on pre-award/post-award process; (3) Utilizing price and cost analysis to develop contracts, grants, agreements, and procurement programs; AND (4) Utilizing negotiation and reviewing skills to conduct contract and grant negotiations with varying officials (e.g., high level business officials, scientific officials, partnership institution officials, etc). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
