The Medical Administration Specialist (Administrative Officer on Duty) position is aligned under Medical Administration Service (MAS), the largest administrative department within the North Florida/South Georgia Veterans Healthcare System. This position has the responsibility for representing both the Medical Center Director and Chief, MAS in all administrative matters which occur during the irregular tour of duty hours.
Duties
The Medical Administration Specialist (AOD) is delegated full authority and responsibility to exercise the Medical Center Director's and Chief, Medical Administration Service for administrative activities occurring on other than normal tour of duty hours. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09 .
Major Duties include but not limited to:
Interprets VA rules and regulations relating to and determining legal entitlement to benefits in relation to hospital admissions; spinal cord injury, nursing home, dental treatment, domiciliary patients, Non-VA Care, Inter-facility transfers, prosthetic appliances, outpatient care, beneficiary travel programs
Provides orientation and situational technical advice to physicians regarding VA regulations, policies and procedures
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement official representatives, private hospitals
Responds to emergencies, determines priorities and nature to be taken; authorizes services, supplies and personnel; notifies authorities as situation dictates. Implements search plan for missing patient; informs next of kin of search status, as appropriate.
Prepares various reports daily for Medical Administration Service Chief, Assistant Chief, Chief of Staff, Medical Center Director and Associate Director, also the Medical, Surgical, Nursing and Administrative staff.
Performs special projects or analytical studies of problem areas; conducts investigations and/or systematic reviews of Medical Administration Service operations; prepares work flow charts, wok standards and staffing recommendations.
Accepts and issues temporary receipts for patient funds during tour of duty. Assumes responsibility for funds received until collected by the Agent Cashier the following work day.
Notifies appropriate staff when the compute system is not operational, and ensures that proper contingency plan is initiated when applicable.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Work Schedule: Rotating tours of duty (i.e.12:00am-10:00am, 8:00am-6:00pm, 2:00pm-12:00am) . This includes days, nights, weekends and holidays.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for the GS-7 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of medical organizations and their functions, specialties, and programs; experience with various Microsoft Office products; experience interpreting rules, regulations, policies, and procedures; identifying and analyzing complex problems or situations with a range of variables; and coordinating work and activities of services through oral and written communication; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or (b) superior academic achievement (Transcripts required).OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
To Qualify at the Grade-9 Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and evaluating issues or studies concerning efficiency and effectiveness of program operations in a medical environment, experience and familiarity with medical center organization, functions, specialty and programs (i.e. Social Work, Nursing, Laboratory, Radiology, and etc.; utilizing medical and administrative record systems; experience with various Microsoft Office products and other programs related to healthcare management; and communicating both orally and in written detailed information using analytical tools and methods to interpret information and make recommendations on the improvement of systems; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree. OR, 2 full years of progressively higher level graduate education leading to such a degree.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the first year of graduate level education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as patient belongings, administrative records or medical equipment.
