The position is located under the Education and Research Service. The position requires a high degree of analytical ability, interpersonal and written communication skills, and specialized knowledge in the area of human resources, health care service administration, continuous quality improvement, and business management. Responsible for managing and coordinating all aspects of the onboarding process for health professions trainees (HPTs) and other positions.
Duties
Major duties include but not limited to:
Academic Affiliations and Health Professions Trainee (HPT) Onboarding and Management
Supports the Associate Chief of Staff for Education and Research (ACOSER)/Designated Education Officer (DEO) by conducting administrative functions related to health professions trainees.
Works with the ACOSER/DEO to improve relationships with affiliate programs and look for opportunities to expand programs and improve engagement with existing programs.
Creates and utilizes a central onboarding model for HPTs to enhance oversight and expedite onboarding of trainees.
Serves as the technical expert in matters related to medical student, medical resident, and associated Health Professions Trainees onboarding, processing, orientation, and education tracking.
Coordinates with HR to ensure accurate processing of HPTs, both paid and Without Compensation (WOC).
Ensures that all HPTs meet both local and OAA requirements prior to onboarding with the VA.
Coordinates with OEHRM, services, and others, as needed, to ensure appropriate, timely electronic health record (EHR) access and training for HPTs.
Participates in strategic planning as it relates to utilization of VACAA, VERA, and other OAA related funding, such as grants.
Plans, prepares, and submits requests for proposal through OAA under the direction of the ACOSER/DEO.
Maintains all SOPs related to Health Professions Trainees at the VACOHS.
Serves as the primary point of contact for affiliates, site directors, and HPTs.
Facility-Wide Onboarding and Management
Establishes a central onboarding model for facility onboarding to enhance oversight and expedite onboarding of staff.
Develops metrics to assess the onboarding process and gathers feedback from services for ongoing maintenance and improvement in onboarding.
Develops, maintains, and monitors processes for background checks, AD account, USAccess sponsorship, and other administrative functions.
Research Program Management and Development
Works with the ACOSER to help foster research collaboration within the organization and explore potential collaborative research with our affiliates.
Regularly attends all Human Subjects Protection Committee (HSPMC) meetings and Research and Development Committee (RDC) meetings, as requested.
Develops and maintains a tracking system for all required training for HSPMC members and active principal investigators.
Assists in preparations for external reviews, including Office of Research Oversight Program Reviews and Joint Commission surveys.
Education/Research Administration
Provides full staff assistance to the ACOSER on all administrative matters impacting clinical education, research programs, and organizational policy.
Provides advice and guidance on the interpretation and application of administrative directives and instructions.
Serves as a consultant and advisor to ACOSER on budgetary and financial issues in developing budget plans and financial documents for submission and approval.
Monitors balances, and status of projects, and recommends reprogramming of funds as needed.
Serves on all required facility, VISN 10 and VACOHS work groups and committees and serves as the point of contact for all Research and Education data submitted to VISN 10 and VACOHS.
Serves as back-up TMS administrator for tasks such as assignment and recording of training and running of reports.
Work Schedule: Monday-Friday, 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: gathering information, identifying issues, and developing recommendations to resolve problems affecting the outcomes for Health Professions Training and Field accreditation programs; gathers relevant information, analyzes pertinent data, develops findings, and makes recommendations and applies knowledge of training and personnel to specific situations with many variables; determines the appropriate processes and procedures, identifying and resolving complex problems, questions or issues, applying historical experience whenever appropriate before deciding on an approach to use in accomplishing the task; technical expert in matters related to staff onboarding, processing, and orientation. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M.; if related (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree and specialized experience directly related to the work of the position. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing, and bending. Manual dexterity is required in operation of personal computer and other office equipment. No special physical qualifications are required.
