Duties
This position will allow you to use your expertise in managing resources and overseeing the advancement of decision support throughout the agency. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10).
In this Supervisory Program Analyst position, you will serve as a senior advisor to management and is responsible for providing analytic expertise to program offices. Typical work assignments include:
Serving as the senior technical advisor responsible for the establishment, tracking, and reporting of hiring, administrative requirements, logistics, and financial support functions to include knowledge management for the Strategic Planning and Analysis Directorate
Providing USBP leadership with expert analysis on how to implement corporate decisions and changes in agency policies and initiatives
Developing, preparing, and coordinating processes and methodologies for implementation, and analyzing documents and current procedures to develop and recommend process improvements
Establishes and maintaining regular lines of communication with high-level internal and external stakeholders
Overseeing SPAD's integration and communication efforts, to include facilitating collaboration across diverse initiatives to enable more transparent, streamlined, and integrated efforts
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying data management and analysis techniques to study, gather, interpret, develop, and report on operational, policy, and resource data
Planning and conducting analytics projects, which include preparing requirements and developing new and modifying existing processes
Providing technical advice to develop plans for agency programs, operations, objectives, policies, and procedures
Carrying out research and evaluation projects for the agency that address issues arising in specific programs
Establishing managerial and administrative objectives to develop long-range office plans, and identifying required resources in order to promote an efficient, economical, and progressive organization

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/12/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
