This position serves a Business Relationship Manager (BRM) for assigned NASA Headquarters (NHQ) and GSFC customer organizations and represents the customer interface between HQ HQ/GSFC OCIO and NHQ organizations. This is a great opportunity to contribute to the enhancement of the HQ/GSFC OCIO Business Relationship Management program and to help strengthen synergies in integration between the centers' IT needs and the OCIO enterprise services.
Duties
Represents the customer interface between HQ HQ/GSFC OCIO and NHQ organizations. Utilizes various methods of engagement to document, report, and communicate the business needs of HQ organizations and individual customers.
Establishes, develops, and maintains effective working relationships with NHQ customers, stakeholders, and other coordinating organizations. Capture information collected in an HQ/GSFC OCIO repository and/or the HQ/GSFC OCIO CRM application.
Serves as the IT advisor to the assigned customer organization, providing and applying expert IT knowledge, understanding of OCIO requirements and IT security guidance for developing systems and solutions for the customer organization.
Contribute to agency level projects to affect change and improvement in agency level services by communicating HQ concerns, requirements, impacts, and IT needs and by ensuring that they are considered in agency projects.
Provides timely, substantive input to Center and Agency project teams’ planning, formulation, scoping and requirements deliverables that reflect substantiated user stories, use cases, or mission/business performance impacts.
Maintains accountability to both the OCIO Program and the customer organization and balances the requirements for each.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Working within a team and/or organization servicing as a liaison between stakeholder organizations and Information Technology (IT) service teams;
Utilizing tools such as (SharePoint or Planner) to capture and track business needs, service requests, and/or IT requirements; and
Providing customer support by interpreting IT policies and process guidance and connecting with appropriate technical support teams in response to customer inquiries.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
