This position is located at US Mint,Philadelphia Mint-MANUF DEPT/Plant Mgr PA/OFFICE OF ADMIN/SAFETY AND HEALTH DIVISION PA. As a Safety and Occupational Health Specialist, you will assist the Plant Manager, Assistant Plant Manager, facility managers, and other stakeholders in the overall planning, training, direction, coordination, evaluation, and implementation of Occupational Safety, Health, and Environment (OSHE) programs.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.As a Safety and Occupational Health Specialist, you will:
Develop facility-wide safety and environmental programs, procedures, and guidelines designed to comply with specific regulatory requirements, such as, but not limited to: confined space entry, hazardous waste, chemical spill response, fire emergency response/evacuation, workers' compensation, and hazardous communication.
Directly provide resources and technical proficiency to the supervisor with regard to Lock-out/Tag-out matters; confined spaces, electrical safety, hearing conservation, and accident investigation.
Develop specifications for optimal management practices and abatement controls, which exceed minimum regulatory compliance and ensure the safety and health of employees.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.
Specialized experience for this position includes:
Assisting with the planning, coordination and evaluation of a comprehensive safety, environmental hygiene and occupational health program. OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree OR
LL.M., if related.
Education must include major study as follows:
safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
You may qualify by a combination of experience and education.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-9level for 52 weeks.
For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.
Specialized experience for this position includes:
Providing comprehensive and technical support work in connection with the operation of special safety and environmental programs. OR
You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree OR
2 full years of progressively higher level graduate education leading to such a degree OR
LL.B. or J.D., if related.
Education must include major study as follows:
safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-9 you must have been at the GS-7level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
