The Safety and Occupational Health Manager is located at the CPL Michael Crescenz VAMC and reports to the Office of the Associate Director. The purpose of the position is to plan a program involving a range of safety and occupational health problems at the VAMC including Residential and Nursing Homes, and act with full authority to supervise and manage an environmental, safety and health management program, which is designed to provide a physical environment free of hazards.
Duties
The Safety Manager is authorized to take the necessary immediate action when hazardous conditions pose a threat of personal injury or danger to equipment or buildings
Oversees the Joint Commission Environment of Care Standards to ensure that each area is in compliance
Develops, monitors, and evaluates four of the seven Joint Commission required management plans to include Safety Management, Life Safety Management, Hazardous Material Management, and Emergency Preparedness Management, but also Utility Management, Equipment Management, and Security Management areas which are the responsibility of other departments and services at the healthcare system
Maintains the facility's Statement of Conditions (SOC) and ensures life safety and fire protection features for the facility are maintained as required by NFPA and Joint Commission
Oversees a comprehensive and effective Green Environmental Management System (GEMS) Program which recognizes, evaluates and monitors environmental impacts from aspects of facility operations
Secures required air emission, wastewater, and underground fuel storage tank permits and hazardous waste disposal
Ensures that GEMS Committee agenda and minutes are accurate and published timely
Oversees a comprehensive and effective program of industrial hygiene which recognizes, evaluates and monitors chemical, physical, biological and ergonomic stresses in the workplace
Maintains a comprehensive and current library pertaining to industrial hygiene, as well as individual currency in the promulgation of new codes and regulations
Reviews, analyzes, and makes recommendations on all levels of medical center construction projects, including Major, Minor, Non-Recurring Maintenance (NRM) and Station Level Projects (SLP) to verify compliance with VA, federal, NFPA, OSHA, EPA, ADA, State, local and any other applicable safety codes or requirements
Ensures that all internal safety codes are practiced uniformly and consistently with every construction project in the medical center
Plans and coordinates the investigation of complaints related to alleged occupational safety and health hazards
Reviews findings with appropriate facility management and employee groups
Provides expert and consultative technical assistance to various VAPHS committees, work groups and task forces as well as to senior leadership and as a member of the Incident Command Team during activation of the hospital Incident Command System on environmental safety and health matters

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: training, leading, coordinating or supervising others in related duties such as: Comprehensive knowledge of a wide range of safety concepts, principles, laws and practices applicable to the industry; comprehensive knowledge of safety and occupational health standards pertinent to medical, psychiatric, long-term care, and biomedical research settings sufficient to identify and evaluate a wide variety of environmental risks; possess the knowledge of processes necessary to work through overlapping and conflicting requirements pertaining to safety, fire prevention, industrial hygiene, GEMS, and Emergency Management; applies knowledge of VA, Federal, NFPA, OSHA, EPA, ADA, and State, local and any other applicable safety codes or requirements by interpreting existing and new policy issuance and by issuing guidance to provide a safe and healthful environment; knowledge of federal and VHA acquisitions requirements; knowledge of building design and construction methods/techniques sufficient enough to evaluate proposed expansions/modification.
Preferred Experience: Career experience in a complex system managing a comprehensive program with oversight of Safety, Industrial Hygiene, and Environmental compliance programs

Physical Requirements: The incumbent is required to exert considerable and strenuous physical effort on a regular basis while performing the functions required of the position. The functions are normally performed while the incumbent conducts safety surveys and inspections that require crawling in confined building areas. This position involves walking frequently back and forth between buildings and also traveling among all three sites. The individual spends additional time outdoors in conjunction with projects taking place there and spends time at construction sites and on VA Pittsburgh Healthcare inspections. The incumbent must be physically able to gain access to all spaces at each facility.
Work Environment: There is potential exposure to hazards, including air contaminants such as ETO, asbestos, and a variety of other hazardous or potentially hazardous substances. There are also hazards of high noise levels, adverse weather, etc. Protective equipment is sometimes required, including hard hat, safety shoes, ear protection , safety glasses, gloves and respirators.
