The primary purpose of this position is to lead the work of administrative and support personnel assigned to two geographically separated Child Development Centers (CDC); and provide administrative, clerical, and training support. Acts as a liaison between the Director and Assistant Directors.

Duties

Responsible for leading administrative and support personnel and seasonal summer hire staff. Responsible for ensuring efficient use of center space. Establishes, updates, monitors, and maintains office records of various types. Provides technical guidance for facility accountability and safety measures.

  • This position has been identified as having "regular contact with children." In accordance with (IAW) Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • May occasionally be required to work other than normal duty hours to include weekends, holidays, evenings and may be required to work a split shift to meet program requirements.
  • A pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • This position is Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • May serve as Government Purchase Cardholder for CDC supply and food service purchases.
  • The employee will be required to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • A qualified typist is required. Must meet OPM typing requirement of 40 W.P.M.co

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes distributes and balances the workload among employees in accordance with established workflow of job specialization, assures timely accomplishment of the assigned workload and assures that each employee has enough work to keep busy. Provides the Flight Chief and CDC Director/designee with classroom rosters, new withdrawal notices and waiting list weekly. Updates the child's file upon completion. Monitors the sign/in, sign/out of children, visitors, and parents. Updates and maintains the medication tracking and distribution forms. Reviews and updates children files monthly for compliance with established policies and procedures. Assists in the prevention of child maltreatment. Ensures all visitors sign in/out of program, wear a visitor's badge and are monitored while in the facilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense, Department of the Air Force and Child Development Program regulations, procedures, and processes as well as local policies and procedures. Knowledge of various office automation software programs, tools, and techniques to support administrative and clerical operations and produce a variety of documents such as letters, reports and spreadsheets. Knowledge of filing systems and procedures, the materials covering the activities of the child care centers and established resource planning procedures in the childcare environment. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. Skill in effectively communicating with a diverse population with various social, national, cultural, and occupational backgrounds. Ability to gather, analyze, maintain, and compile pertinent data accurately and present facts, communicate effectively, using tact and courtesy and possesses the ability to plan, organize work, and meet deadlines. Skill in typing, a qualified typist is required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
