The primary purpose of this position is to support the Office of the Director of Staff, Headquarters Air Combat Command through planning, coordination, and execution of senior leader conferences, courses and workshops that are attended by distinguished visitors from the Department of Defense and State, Congress, and foreign countries.
Duties
Serves as the central clearing house for HQ ACC senior leader conference scheduling.
Directly supervises one subordinate military employee and indirectly supervises six military employees.
Manages the HQ ACC General Bill Creech Conference Center.
Conducts a variety of special projects and assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes serving as a supervisor and directing administrative and technical work involving conference planning and audiovisual support for the HQ Air Combat Command (ACC) h conference center activities. Comprehensive knowledge of the organization, programs, mission, and functions of ACC organizations and the ability to independently organize and follow through on the myriad of procedures and details required to successfully accomplish essential coordination efforts for ACC Leader Development Program (LDP) conferences/courses. Knowledge of protocol etiquette, rules, policies, practices, and procedures and understanding of Department of Defense (DoD), Air Force, MAJCOM and military traditions. Knowledge of program objectives and policies and ability to explain conference center requirements and obtain the cooperation of others.

EDUCATION: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of administrative regulations and operating procedures and ability to successfully schedule HQ ACC LDP conferences/courses, manage conference facilities, and advise others on the appropriateness of conference preparations.
2. Knowledge of pertinent management principles, administrative regulations and guidelines, plus skill in applying factfinding techniques in order to evaluate and interpret data to arrive at valid conclusions and offer meaningful recommendations.
3. Knowledge of problem-solving techniques for a wide range of planning and evolving situations, and recommended written/verbal solutions from a number of appropriate courses of action, with skill to constantly modify and adjust to meet changing requirements; knowledge of military protocol and etiquette to include a wide variety of support functions pertinent to conference planning.
4. Knowledge and understanding of budget management and accounting procedures and knowledge of safety and security regulations, practices, and procedures.
5. Ability to network, establish and maintain effective working relationships with diverse groups with varying needs.
6. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
