Duties
The primary purpose of this position is: To serve as Deputy Commander, 55th Electronic Combat Group (ECG), acting as a mid-level executive and principal maintenance advisor to the 55th Electronic Combat Group Commander (ECG/CC) and coordinating with Air Combat Command (ACC) and the COMPASS CALL Systems Program Office (SPO) and other higher headquarters staffs on aircraft/logistical management support requirements. The Deputy Commander also shares with the Commander the full scope of responsibility for directing the activities of the Group and, in the commander's absence, possesses the same authority and prerogatives.
Duties:
Works with the Commander in planning, organizing, and overseeing the activities of the Group.
Servesasthegroupfocalpointforanddirectsaircraftlogisticalsupportoperationsincludingairframere-host requirements.
Participates with the Commander in the exercise of supervisory personnel management responsibilities.
Coordinates with Operations Group, Mission Support Group, Medical Group, Wing Staff agencies, ACC, Program Offices and other MAJCOMs and higher headquarters staffs to establish support requirements.
Manages workforce and resources to ensure the 55 ECG and MAJCOM flying mission and maintenance standards are met or exceeded.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of qualitative techniques to apply DoD, Air Force and ACC aircraft maintenance principles, concepts and methodologies and financial management directives, concepts, procedures guidance and policy to aircraft maintenance organizations and wing level activities/operations involving Civil Engineering, Personnel, Manpower, Logistics, and Operations. Must possess a comprehensive knowledge of COMPASS CALL aircraft maintenance requirements, including sortie generation, scheduled/unscheduled maintenance, back shop/component repair and maintenance performance goals/standards, and data collection/trend analysis; In-depth knowledge of personnel management policies, practices, and procedures including the ability to adjust work operations to meet emergencies; change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and assess progress toward their achievement; and Extensive knowledge of safety and security regulations, practices and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of qualitative techniques to apply DoD, Air Force and ACC aircraft maintenance principles, concepts and methodologies and financial management directives, concepts, procedures guidance and policy to aircraft maintenance organizations and wing level activities/operations involving Civil Engineering, Personnel, Manpower, Logistics, and Operations. Must possess a comprehensive knowledge of COMPASS CALL aircraft maintenance requirements, including sortie generation, scheduled/unscheduled maintenance, back shop/component repair and maintenance performance goals/standards, and data collection/trend analysis.
Knowledge of fleet health management programs and phased and scheduled inspection maintenance process/demands; understanding of time distribution intervals to ensure flow of aircraft and engines to avoid grounding events, and expert skill/ability to ensure engine, aircraft, and component time changes mirror repair cycle schedules and sortie generation demands are balanced, accomplished and supported day-to-day. Experience required in areas of sortie generation, repair and maintenance of COMPASS CALL aircraft, and associated support equipment. Comprehensive knowledge of aircraft and student scheduling practices/requirements is essential to facilitate the development and execution of mission critical weekly, monthly and annual operational flying and maintenance schedules/programs.
In-depth knowledge of personnel management policies, practices, and procedures including the ability to adjust work operations to meet emergencies; change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and assess progress toward their achievement.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of maintenance operations.
Extensive knowledge of safety and security regulations, practices and procedures.
Ability to integration office level coordination required for airframe re-host.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
