This position serves as a Management and Program Assistant within the Business Resource Service (BRS) of the Office of Procurement, Acquisition and Logistics (OPAL) National Acquisition Center (NAC) providing support as a Human Resources Liaison (HRL). This position serves as the first point of contact with staff, employees, other offices, and public.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Perform a range of standard and non-standard clerical and administrative assignments and functions, which include resolving recurring and nonrecurring problems and issues utilizing related steps, processes, procedures, or methods. Resolve issues, provide assistance, deal with conflict, and support special employee programs to management, employees, and the Human Resources Liaison (HRL) program specialists. Use and maintain personnel language, directories, Human Resources listings, other guides, and references. Carry our various support assignments; disseminate information; schedule meetings; file; maintain manuals, records, and reports; and make various distributions. Provide administrative and clerical support to the HRL program specialists and NAC Services in regards to HR documents and packages. Compile statistics and prepare numerous human resources related and other local reports for three organizations. Work with the Program Specialists in providing information and employee assistance (including open season coordination) on health benefits, life insurance, TSP, leave, retirement, and similar matters. Maintains a stock of benefit election and designation of beneficiary forms. Gathers documents related to qualifying life events and sends them to the designated benefits group. Assist with retirement counseling and application forms that are initiated by the employee; assist in explaining to the employee survivor benefits, receipt of the retirement check, direct deposit, health benefits, life insurance, TSP, and procedures for contacting OPM. Assist employees in completing applications for deposit or redeposit and military service deposits. Utilizes a variety of computer programs such as electronic spreadsheets, word processing, integrated packages, data base management systems, etc. for compiling data and completing basic reports. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00 a.m. - 4:30p.m. Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

All qualification requirements must be met by the closing date of the announcement. To qualify at the GS-5 level, you must meet one of the following: SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-4 level in the Federal service. Specialized experience includes utilizing a thorough knowledge of clerical duties to include style guides for communications, policies, directives, and correspondence; experience utilizing Microsoft Office to prepare letters, reports, and memoranda and update spreadsheets; and experience providing prompt and courteous customer support. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. OR COMBINATION OF EDUCATION AND EXPERIENCE (Transcript Required): Equivalent combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as delivering paperwork/packages to local VA facility (on campus) and other business establishments. The incumbent may carry light items such as files, books, instruments, and other similar materials. The incumbent work does not require any special physical effort.
