Provides a comprehensive range of administrative and management assistance/support duties to the Chief, Associate Chiefs, and Supervisory Program Specialist of Pharmacy Service, and provides technical guidance on administrative matters. Independently assembles, reviews, and publishes drug quality assurance data, monitors progress on required actions, provides follow up reports where necessary. Serves as liaison for Pharmacy Service with all other services of the Hospital.
Duties
Must have full knowledge and apply advanced office software programs including: integrated database management, spreadsheet, word processing, graphics, desktop publishing, text or graph imaging, data transmission, and text search and retrieval for File Server. Experience and computer literacy must be applied to integrate software program data (*exporting, importing, and imaging) and produce illustrations or combined text/graph/tables on formatted page. In addition, Incumbent manages a department networked electronic filing system to support administrative and clinical application (requires knowledge and ability to use, CD ROM Indexing and Text Retrieval Systems).
Knowledge of policies and functions of administrative requirements for Inpatient Pharmacy, Outpatient Pharmacy, mail-Out Pharmacy as well as the multiple specialty clinics; Anticoagulation, Neurology, Mental Health, Diabetes, Lipid, Cardiology, Infectious Disease, Ambulatory Care Surgery, Pharmaceutical Care, Pain Management, and the Medication Refill Clinic - all segments of Pharmacy Service in order to provide guidance and information to the many inquiries concerning the services provided by these areas.
Knowledge of medical record content and format, knowledge of confidentiality provisions of the Privacy Act and Freedom of Information Act, and knowledge of both clinical and administrative packages contained in the Hospital's Decentralized Hospital Computer Program (DHCP) allows Incumbent to research sensitive medical information in order to respond to inquiries from physicians, patients, patient's families, and others concerning pharmacy.
Ability to manage the activities of a diversified office with multiple tasking and the ability to prioritize work situations.
Ability to communicate effectively both orally and in writing. Excellent interpersonal skills are paramount for successful outcome with the numerous entities that are encountered on a daily basis.
Requires knowledge of pharmaceutical and medical terms to include generic and trade names of drugs in order to prepare correspondence and reports, and to respond to the. daily inquiries as to the availability of certain drug items on the Hospital formulary.
Knowledge of VHA directives, Pharmacy Service directives and local policies, publications guidelines, local hospital policy that have an impact on Pharmacy Service.
Knowledge of VISTA system as it relates to education tracking, CME updates, granting access to students and residents, maintaining the services' on-line telephone director.
Knowledge of Pharmacy & Therapeutic policy and procedures for submitting new drug request both at the local level and at the VISN 12 level. Requires knowledge, understanding and application of advance office automation programs including: integrated database management, spreadsheet, Microsoft Exchange, graphic, WordPerfect Presentations, word processing, desktop publishing, text or graph imaging, data transmission, VISTA and text search and retrieval.
Utilizes advanced program knowledge to combine graphs, text and spreadsheets with desktop publishing for production of pharmacy newsletters, department Annual Briefings, numerous clinical and administrative publications in local/regional/national journals, and 100-page drug formulary. Page layout requires ability to superimpose graphs, import/export graphs to text desktop publishing software, shadowing, boxing, integrating different fonts and character styles, etc.
Requires knowledge of clinical pharmacy terminology and medical diagnostic terms in order to prepare correspondence and reports, respond to daily inquiries, and assure efficient and accurate clinical pharmacist or specialist notification.
Knowledge of automated timekeeping procedures and leave entitlements according to VHA directives and local policies. Provides guidance on timekeeping and leave entitlements to supervisors of Inpatient Pharmacy, and Outpatient Pharmacy as well as assigned timekeepers. Monitors leave and attendance for residents for the duration of their residency.
Knowledge of Chief's policy and views in order to be able to direct and advise urgent calls/correspondence to the appropriate official for immediate resolution in the absence of the Chief of Pharmacy and the Associate Chief of Pharmacy using independent judgment.
Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain budget assignments while verifying the accuracy of budgetary data, adjusting dollar amounts of accounts by line item and object class, and preparing reports on the status of funds. Knowledge sufficient to demonstrate skill in applying knowledge of standardized processes and procedures for evaluating management or program operations to perform duties such as planning the steps to complete assignments, identifying problems from collected data, and selecting solutions from alternatives in guidelines.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS6 Grade requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain budget assignments while verifying the accuracy of budgetary data, adjusting dollar amounts of accounts by line item and object class, and preparing reports on the status of funds. *Knowledge of the data collection and management of data in order to input, retrieve, analyze, summarize, resolve nonstandard transactions, complaints, and present information effectively, sufficient to demonstrate an ability in communicating both orally and in writing with a variety of end users in structured and unstructured settings, in order to make effective oral presentations and prepare clear, concise written reports that describe the data collection techniques and other processes and procedures used, conditions of program operations, and recommended improvements. Skill in applying basic fact and data gathering methods, such as standard interviewing or surveying techniques, to collect various types of factual information.

Physical Requirements: The physical demands imposed are relatively sedentary in nature with the usual mobility (walking, bending, and standing) necessary in the performance of assistance and support related duties.
