About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army NETCOM HQ ACOFS G-2, Intelligence Division, Fort Huachuca, AZ.

Duties

Implements the Information Security Program, providing for the proper classification, declassification, and safeguarding of classified defense information and documents generated, processed, and/or stored by the headquarters. Ensures investigations are conducted on security violations involving classified information. Implements the Personnel Security Program to include foreign national screening IAW the appropriate Status of Forces Agreement (SOFA) and existing theater policy, security training, and position sensitivity classifications. Makes initial determination as to the scope of investigation required, considering such factors as Information Technology (IT) levels, sensitivity level of position, background information on individual, and criteria for various security clearances. Develops physical security plans for safeguarding classified information, determining requirements for secure areas, vaults, and/or sensitive unclassified information. Conducts physical security inspections and assessments and tracks deficiencies to verify corrective actions implemented to satisfy regulatory requirements. Coordinates with contracting officer representatives to develop security standards necessary to implement Department of Defense and Army standards for safeguarding information within contracted facilities. Investigates all Sensitive Compartment Information Facility (SCIF) security incidents or violations, conducts preliminary inquiries, and recommends corrective actions. Implements the Security, Education, Training and Awareness program.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a Tier 5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel may be required 15% or less of the time
  • Duty outside of normal duty hours may be required.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Two year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized experience is defined as experience determining security investigation requirements for access to classified information and for suitability determinations; reviewing information and materials for the proper classification; AND assisting in the review of indoctrinations, sensitive compartment information (SCI) security incidents, and physical security requirements for Sensitive Compartment Information Facility (SCIF)access and accreditation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPersonnel SecurityPhysical SecuritySecurity Program Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
