About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Communications Security (COMSEC) Compliance Division.

Duties

Serves as an information security specialist primarily concerned with the overall safeguarding of national security information, with emphasis on classified or other sensitive information. Develops, implements, manages, and monitors policies, procedures, and methods to prevent the compromise or loss of classified defense information. Conducts on-site physical audits and inspections of Communication Security (COMSEC) facilities (new and existing) and COMSEC accounts worldwide. Serves as a team member on the Key Management Infrastructure (KMI) and Public Key Infrastructure (PKI) compliance, audit, and inspection team. Prepares material for and conducts entrance briefings and exit critiques for senior military and civilian personnel representing the command concerned. Conducts independent compliance, audit, and inspection of COMSEC facilities worldwide. Trains lower graded employees in the audit and inspection process and provides assistance with unusual issues/conditions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Required to perform Temporary Duty (TDY) travel within and outside the continental United States approximately 40% of the time. May also be entitled to hazardous duty differential for service performed at designated foreign areas
  • This position requires the incumbent obtain the following SPeD Certification: Physical Security Certification (PSC) or core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized experience is defined as experience which includes auditing COMSEC (Communications Security) facilities, equipment, and COMSEC accounts in adherence with COMSEC regulations, policies, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Security ManagementComplianceInformation Security Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
