The Management Analyst position is located in the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), IT Business Support Branch. The PPSO provides guidance and support to the probation and pretrial services offices and personnel in the judicial districts nationwide and supports the Criminal Law Committee of the Judicial Conference of the United States.
Duties
This position is located within the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), National Program Development Division. The management analyst will assist PPSO's Information Technology (IT) Business Support Branch responsible for soliciting, gathering, and writing data quality related business requirements for IT business applications. The selectee will communicate with subject matter experts in PPSO and the courts regarding the impact on data quality, national data quality clean-up initiatives, business processes, and system outcomes related to operations and IT initiatives.
The duties of the position include, but are not limited to:
Facilitating and managing the National Information Standards Working Group.
Working closely with development teams and support the overall portfolio refinement process.
Developing and executing change management strategies for IT implementations.
Developing, executing, and evaluating business requirements to support probation and pretrial services staff through IT implementation processes targeting specific audience groups and using a variety of communication channels.
Assisting in providing coordination of national programs that support probation and pretrial services through IT applications.
Providing recommendations for improvements to software applications that support probation and pretrial services officers.
Ensuring that software applications are consistent with Judicial Conference policies and procedures.
Recommending guidance for probation and pretrial services staff for proper recording of case events in automated systems.
Analyzing data, monitoring trends, and making recommendations for improved effectiveness of all aspects of the mission critical functions of supervision and investigations of federal defendants and persons under supervision.
Providing technical assistance and coordinating training programs and user acceptance testing.
Developing, evaluating, and overseeing implementation of national policies, national data standards and quality, and outcome measures regarding the core mission of supervision and investigation functions of the federal probation and pretrial services system.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience identifying, prioritizing, and communicating business requirements, including data quality validations and clean-up initiatives, for information technology related to operations of probation and pretrial services system.
Highly Desired:
A bachelor's degree (BA or BS) from a four-year college or university in a related field is highly desired.
Product owner, product manager, and business analyst education and certification is highly desired.
Education
