This position is located in the Bureau of Budget and Planning and provides the full range of budget development, to include formulation, justification, and presentation. Position collaborates with program officials to prepare annual budget estimates for the Department, OMB, and Congressional budget submissions.
Duties
Drafts analyses that examine budgetary impact and significance of new or revised legislation, policies, procedures, and program requirements and assists in developing proposed appropriation language in support of new/revised budgetary requirements.
Adjusts long-range budget forecasts and monitors budget execution for substantive programs by analyzing costs, benefits and trends in ratio of obligation and expenditure of funds to ensure effective use to accomplish program objectives.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted.
Participates and provides expertise in budgetary meetings with Department management, OMB, and Congressional staff; accompanies witnesses to Congressional hearings or testimonies as an information resource.
At the GS-12 level, the incumbent performs essentially the same duties as outlines above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 levels.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing recommendations for budgetary adjustments to support changes in program operations and/or funding.
Experience defending the budget submission and drafts or coordinates appeals to unfavorable budgetary decisions.
Experience tracking the progress of pending budget authorization and prepares summaries and reports for use in budget planning.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants applying for the GS-13 grade level must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating and monitoring the execution of long-range (e.g., three to five year) detailed budgets.
Experience analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the organization's budget and program milestones (e.g., cost-benefit analysis, planning-programming-budgeting, program evaluation review technique (PERT)).
Experience tracking the progress of pending budget authorization and prepares summaries and reports for use in budget planning.
There is no substitute of education for specialized experience for the GS-13 position.
