About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, Mission Support Element-JRTC & Ft Johnson, Assistant Chief of Staff, G2, Fort Johnson, LA 71459.
Duties
Supports multi-disciplined security programs for Command military, civilian, and contract personnel in Personnel Security (PERSEC), Information Security (INFOSEC), Special Security, etc.
Serves as Personnel Security Manager; Alternate Information Security Representative; Administers the security education program for the Assistant Chief of Staff for Intelligence (G-2), JRTC, Fort Johnson.
Serves as alternate Special Security Representative (SSR), providing Sensitive Compartmented Information (SCI) advice, and administers the SCI security program and oversight installation SCI Facility (SCIF).
Develops plans, policies and procedures for the implementation of security practices in accordance with Department of Defense and Department of the Army regulations and guidance.
Prepares reports, clearance actions, access controls, and other plans and documentation pertaining to security programs.
Requirements
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) will be required 10% of the work schedule.
- Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

***This is a developmental position, which may be filled at the entry level of GG-09 or at the full performance level of GG-11. If filled at the entry level, the incumbent may be noncompetitively promoted to the full performance level after meeting all regulatory requirements and upon the recommendation of management. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GG-09 Level: One year of specialized experience equivalent to the GG/GS-07 at the professional category grade level in the Federal service which includes 1) performing administrative security duties such as researching, locating, and applying regulations and guidance to the security programs; 2) Utilizing various security databases to track and verify security clearance information.
To substitute education for the required experience for the GG-09 grade level, applicant must have a Master's degree that is closely related to the position or two full years of progressively higher graduate education leading to such degree. (NOTE: Transcripts must be submitted with application).
For the GG-11 Level: One year of specialized experience equivalent to the GG/GS-09 at the professional category grade level in the Federal service, which includes 1) Reviewing and evaluating Personnel Security clearances for accuracy/completeness, 2) Administering one or more of following security program: Information Security, Industrial Security, Physical Security, and Sensitive Compartmented Information (SCI).
To substitute education for the required experience for the GG-11 grade level, applicant must have a Ph.D. or equivalent doctoral degree that is closely related to the position or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related.(NOTE: Transcripts must be submitted with application).
