The primary purpose of this position is to conduct expert IT systems analysis for the technical accuracy and integrity of all architectural design and implementation actions. Oversees requirements management throughout the lifecycle management of an enterprise architecture.

Duties

Integral to the design, installation, and modification to DoD Architecture Framework's (DoDAF) operation, system, service, and capability architecture artifacts, verifying and validating technical standards and metrics for effectiveness and performance, and evaluating new requirements for inclusion into existing operational, systems, and networks enterprise architectures, and integrating seams across existing enterprise architectures in order to maximize efficiencies and resources. Functions as a system engineer in the development of an enterprise architecture that involves the integration of complex operations, communications, and computer systems. Provides advanced enterprise architecture design assessment and analyses of existing and future Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) capabilities for the Command. Develops short and long-range requirements for replacement of existing systems. Serves as an expert advisor on all efforts to modernize and transform IT assets and programs.

  • Designated as a Testing Designated Position under the AF Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes of IT principles, modern systems, enterprise architecture and hardware/software design practices and processes to enable the incumbent to accomplish system designs, modifications, and upgrades to create new configurations with required capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of enterprise architecture and systems engineering. Knowledge of the latest advances in enterprise architecture theories, research, methods, principles, and techniques from private industry, research organizations, and the federal government management to include knowledge of modern software and systems design practices, development, and test processes and standards. Knowledge of the missions, roles, functions, organizational structures, and operation of Department of Defense and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Knowledge of military and industry processes and standards for IT, hardware and software (such as ITIL, CMM, CMMI ISO and IEEE). Knowledge of system engineering and enterprise architecture concepts, methods, and principles for IT systems to include system engineering life-cycle management process and DoD Architecture Framework (DoDAF). Knowledge of cloud computing, business analytics, and development of combat support applications, platforms, and infrastructures; enough to understand/solve practical problems including their interactions and interdependencies. Skilled in project management and systems management techniques, principles, and practices while having the ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy to make recommendations to higher organizational management and contractors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
