This position is located on in Customer Assistance Division, Payment Assistant Section 2.
The incumbent provides exceptional customer service in loan accounting, financial and management information for federal credit agencies. Responsible for developmental and routine assignments in support of the RD's cost-effective loan servicing and asset management programs.
The incumbent must be able to read, write, and speak fluently in both English and Spanish.
Duties
Monitors, controls and analyzes a variety of financial transactions and reports on an assigned portion of RD-serviced loan portfolio. Experience in government or private sector residential mortgage banking policies and loan servicing practices.
Analyzes large amounts of information, identifies problems and provides solutions based on considerable research.
Serves as a technical advisor and aids with the most difficult or complex assignments for lower-graded employees. Assists with training and difficult requests and correspondence.
Performs quality control reviews of the work of lower-graded staff to ensure that it conforms to the program’s regulations and policies.
Consults with program users, or customers and considers existing problems and constraints then recommends course(s) of action. Gathers information from users and customers and coordinates with others as needed.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-07) in the normal line of progression for the position being filled.
GS-09: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent.
Specialized experience is defined as analyzing loan and customer financial activity from loan applications; researching applications for agricultural, commercial, and bank loans; determining eligibility for loans and repayment ability; reviewing program requirements to ensure customer transactions are processed in accordance with laws; maintaining loan servicing activities on a variety of mortgage or commercial loans;
OR A master's or equivalent graduate degree;
OR two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related,
OR Equivalent combination of experience and graduate education are qualifying at this grade level.
