THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0132-12 SUPERVISORY INTELLIGENCE AND SECURITY SPECIALIST (TITLE 32), Position Description Number D2495000 in SPMD 1424 and is part of the MO G2 Intelligence Directorate.
APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Oversees all the State’s ARNG Intelligence and Security activities, based on State force structure, equipment, and missions.
Develops, interprets, and oversees the administration of state policies, rules, and procedures adapted from policies prescribed by the ARNG, Department of the Army, Department of Defense, and/or other federal laws or regulations.
Develops and promulgates short and long-range State intelligence plans and projects future requirements.

Reviews and analyzes supported State ARNG plans and operations to determine current and future intelligence and GIS requirements.
Reassures implementation (by lower and subordinate organizations) of the goals and objectives for the program and functions performed.
Determines goals and objectives that need additional emphasis, determines the best approach for resolving budget shortages and plans for long range staffing needs.
Advises senior leadership on career progression for ARNG MI Soldiers and work with the State Force Integration Readiness Officer (FIRO) FIRO to address gaps in force structure that affect soldier progression and development.
Oversees policy and procedures for training and maintaining of State’s Army MI equipment, systems, and networks in order to ensure subordinate units enter major training events and mobilizations with latest software and technologies.

Sets expectations and conditions for performance, training/certification requirements, readiness, and provides regular feedback on strengths and weaknesses for assigned personnel.

Makes decisions on work problems presented by subordinates.

Hears and resolves group grievances and employee complaints not resolved at a lower level.
Reviews serious disciplinary cases and disciplinary problems involving employees and determines required action.
Performs other duties as assigned.
Requirements
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- Any other individual selected for this position will be placed into an Indefinite appointment.
- Management has the right to convert this position to permanent status without re-advertising.
- Indefinite employment can be terminated with a 30 day notice.
- Must attend the ARNG Security Manager Course within 12 months of hire.
- Must obtain the Security Professional Certification(s) within 24 months of hire.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Maximum Military Grade - MAJ (O-4)
Minimum Military Grade - 2LT (O-1)
Officer - Branch 35 or FA 34A
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education, or training which demonstrates administrative, professional, investigative, or technical work which required the ability to deal effectively with others; to collect, evaluate and organize pertinent facts; and to prepare clear and concise written reports.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to exercise technical oversight over joint intelligence policy and programs, current intelligence and foreign threat information, situational awareness, intelligence oversight, as well as security related matters including personnel security, information security, and policy and oversight authority for communications security and physical security of arms, ammunition, and explosives. The specialized experience must also demonstrate your ability to develop and recommend policy, organize and carry out specific programs, evaluate and recommend changes in methods of intelligence operations; experience in administrative, investigative, or technical work which required you to deal effectively with others; and experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.
Must currently possess or able to obtain a TOP SECRET security clearance.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
