This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Civil Rights Directorate, Office of Civil Rights Operations (CG-OOH-2), Civil Rights Detachment Region 1, Washington DC., Region 2, Norfolk, VA and Elizabeth City, NC, and Region 4, Houston, TX.
Duties
You will serve as civil rights subject matter and program expert on all aspects of the Coast Guard 's EEO discrimination complaints and alternative dispute resolution processes.
Requirements
- U.S. Citizenship is required.
- This position requires a National Agency Check with Inquiries (NACI).
- Males born after 12/31/1959 must be registered for Selective Service.
Qualifications
FOR GS-09: One (1) year of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience may include:-Electronically and manually researches information and
- Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations (29 CFR 1614)OR
master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if relatedFOR GS-11: One (1) year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience may include:- Electronically and manually researches information and;
- Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations;- Utilizing conventional fact-finding, analytical and problem-solving methods to conduct special studies of management practices, organizational structure and employment patterns;
- Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures; and
- Drafting and preparing complaint related documentsOR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related
FOR GS-12: One (1) year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience may include:- Developing, planning, coordinating, reviewing, monitoring, evaluating, and/or updating assigned program activities which include the Affirmative Employment Plan (AEP), EEOC's MD 715, and the processing of informal and formal complaints of discrimination;
- Electronically and manually researches information;
- Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations;
- Utilizing conventional fact-finding, analytical and problem-solving methods to conduct special studies of management practices, organizational structure and employment patterns;
- Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures; and
- Drafting and preparing complaint related documents.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
