The incumbent will serve as a Program Analyst, with the facility title of Program/Data Analyst organizationally aligned to the Planning and Analytic Service, Office of the Associate Medical Center Director at the John D. Dingell VA Medical Center The Program/Data Analyst position supports health system decision-making, clinical informatics, and management functions by supporting executive, clinical, and administrative information needs, designing projects or studies.

Duties

Major Duties included, but not limited to: Provide planning and analysis support to facility leadership for development and implementation of strategic, tactical and operational plans. Performs sophisticated data analysis, including extracting data from internal and external databases, analyzing and interpreting complex data using basic statistical models, and designing and preparing user-friendly reports. Conducts independent research to develop an in-depth understanding of VA databases and data sources in order to retrieve and validate data and translate generally defined customer requirements into data analytics logic. Independently gathers, develops, and interprets data from available information systems. Based on data analysis and interpretation, prepares executive level reports and presentations incorporating data mined into useful visual information and statistical reporting to assist the organization in strategic management and executive decisions. Utilizes a variety of project management tools to ensure project scope, costs and schedule are achieved. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: The 0343 Program Analyst occupational series has an Individual Occupational Requirement (IOR), that all candidates must meet in order to meet the basic qualifications of the position. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts are required. or Specialized Experience(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. In addition to the basic qualifications listed above, you must also meet the grade level requirement of the position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes the web-based Light Electronic Action Framework (LEAF) at the advanced level to rapidly digitize paper processes such as organizational charts, resource requests, and administrative processes. Serves as a resource to executive leadership for creating LEAF modules that have an organization-wide impact on improving efficiency and streamlining processes in clinical and administrative services. Conducts independent research to develop an in-depth understanding of VA databases and data sources in order to retrieve and validate data and translate generally defined customer requirements into data analytics logic. Works iteratively with customers to fully define data and analysis requirements to accurately reflect requirements in analysis design and reports. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop. Work requires management deadline projects so work hours may be extended as the project requires.
