Duties
Serves as first level supervisor with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to financial management systems and services to supported organizations.
Identifies weaknesses and problems and develops recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy.
Provides advisory services on automation matters that primarily involves systems planning (both short and long range), development, testing, maintenance, administration, interface with other systems and necessary upgrades to current systems.
Defines, establishes, and develops functional systems requirements and specifications for applicable systems and interfaces that may be standard or unique.
Develops and sustains emerging systems, business capability and process modeling; which involves significant coordination across the agency and mission areas.
Designs, develops, tests, evaluates, implements, reviews and maintains major segments of financial management and reporting systems.
Defines, establishes, and develops functional systems requirements and specifications for applicable systems and interfaces that may be standard or unique.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is defined as demonstrated knowledge of automated systems applications design and processing principles related to finance or accounting operations; identifying and documenting systems applications requirements; testing systems applications to ensure all functional requirements are met; and gathering and evaluating data for systems applications development.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
