About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties

Interpret financial reports to ensure organizational compliance. Monitor the rate of labor hours and expenditures against the Internal Operating budget. Prepare reports for higher headquarters to identify contractual costs. Develop direct labor and overhead rates for organizational cost centers. Process funding expenditures in compliance with DoD Financial Management Regulations (FMR).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must obtain and maintain Financial Management Certificate Level 2 within 24 months in the position.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Specialized Experience: One year of specialized experience which includes1) Analyzing financial data to assist with budget preparation, 2) Analyzing organizational budget reports to maintain expenditure controls, and 3) Examining budget estimates for completeness, accuracy, and conformance with the organization's policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration etc OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
