About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties

Provide cost-benefit analysis for a specific finance related project or system. Implement internal control requirements of the Federal Manager’s Financial Integrity Act (FMFIA). Audit the financial transactions such as travel system, travel cards, pay entitlements, etc. Advise on requirements such as laws and policies that impact on external organizations or operations. Perform financial functions such as evaluating, researching, and reconciling accounting data for the Army Working Capital Fund (AWCF) operations.

• This position is subject to Temporary Duty (TDY) or business travel up to 10%.
• Must obtain and maintain a Financial Management Level II Certificate within 24 months of employment.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-11 Level: One year of specialized experience which includes 1) Utilizing automated systems to process financial data such as Systems Applications and Products (SAP) software, Defense Civilian Payroll System (DCPS), or other financial database systems for budgetary reporting; 2) Preparing budgetary cost analysis for the working capital funds budget; and 3) Analyzing supply systems data such as Logistics Modernization Program or other supply systems to comply budgetary data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
