This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Serves as the Deputy Director, to one of the following CHIPS R&D programs: National Advanced Packaging Manufacturing Program (NAPMP), National Semiconductor Technology Center (NSTC) Program, Integration & Policy Office or Semiconductor Manufacturing Coordination Office.
The Deputy Director is responsible for providing executive and technical leadership and oversight of one of the CHIPS R&D Program's. The candidate supports the CHIPS R&D Director, Program Director, as well as CHIPS senior leadership and represents NIST with senior Administration officials, Congress, other federal agencies, industry leaders, and national and international organizations.
Additionally, the Deputy Director performs the following duties:
Coordinates planning, developing and deploying all necessary policies, procedures, organizational structure, technical capabilities and programmatic capacities, management policy for establishing and sustaining a CHIPS R&D Program with the CHIPS R&D Program Director;
Responsible for many operational aspects of the program, including safety, cross-operating unit services and participation, financial, budget, information technology security, etc;
Coordinates reports and metrics to benchmark the work to ensure the accomplishment of major milestones and effective implementation and deployment of planned outputs;
Acts as Director of the individual Program when the Director is absent.

Qualifications
Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
This position requires one year of specialized experience equivalent to at least the GS-14 (ZP-IV at NIST) level. Specialized experience is defined as:
Presenting scientific, engineering, and measurement findings, both written and in person, to audiences representing a wide range of knowledge at a variety of professional, organizational, and stakeholder level
AND
Leading and coordinating a significant physical science or engineering program involving both fundamental and applied research that relates to U.S. semiconductor manufacturing, research and development, and supply chain security.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
