Duties
The primary purpose of this position of the Operations Information/Knowledge Manager Support Analyst is to support the North American Aerospace Defense Command (NORAD) and the United States Northern Command (USNORTHCOM) Battle Staff operations with doctrinally sound standard operating procedures, Information Management (IM)/ Knowledge Management (KM) planning, and direct support to the USNORTHCOM Director of Operations. Incumbent is responsible for independent analysis, coordination, decision making and execution to ensure effective communications between bi-national and interagency command and control nodes and the conduct of operations for the NORAD and USNORTHCOM mission sets at the highest levels.
Serves as an Operations IM/KM Support Analyst responsible for bridging operational IM/KM gaps pertaining to near-term planning efforts, emerging crisis, or execution of a deliberate event.
Plans and organizes multi-faceted support to the commands' Battle Staff operations.
Plans and organizes multi-faceted support to the Operations Directorate.
This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of
illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. This position subject to uncommon tours of duty and/or unpredictable shift work (long hours, nights, and or weekends) in stressful environments to support a crisis or major national event. The employee may be required to work overtime. May be required to be on phone recall and, during designated periods, 2-hour standby.
This position has been identified as eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series, 0301
May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of quantitative and qualitative methods and techniques to interpret, formulate, and consolidate research on program operations and effectiveness and provide improvement recommendations and guidance to senior staff in a complex and constantly evolving information environment; Knowledge of local, state, and federal agencies organization, structure and plans as related to homeland defense, homeland security, crisis management, consequence management and civil disturbance to best enable information sharing between the NORAD & USNORTHCOM enterprise and its mission partners. Expert understanding of the current missions, capabilities, organization and operations of: NORAD & USNORTHCOM; other unified commands; military services; all federal agencies used in identifying information sharing requirements, developing IM/KM plans, establishing timely conferences with the correct audience, managing Requests for Information, and maintaining the Battle Staff Operating Procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military doctrine; Joint Operations, policies and procedures; DoD, military services and Joint organizational structures; state and federal emergency organizations and other pertinent interagency organizations to develop operating procedures and plans (i.e., IM/KM), route Requests for Information (RFIs) to correct organizations and manage a classified situational awareness system. Knowledge of COCOM-level crisis response processes; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as the US Coast Guard, Federal Emergency Management Agency, to develop Battle Staff Operating Procedures, support IM/KM plans, coordinate sustained operations of Battle Staff, and manage RFIs
Knowledge of quantitative and qualitative methods and techniques to interpret, formulate, and consolidate research on program effectiveness and provide improvement recommendations and guidance to senior staff in a complex and constantly evolving information environment
Knowledge of voice conferencing, telephony, and telephone circuits, with familiarity in communications architecture engineering that is normally commensurate to a degree in Telecommunications and/or Information Management in order to manage collaborative tools, web portals, and senior-leader secure voice conferencing for GO/national-level decisions.
Knowledge of the military services and commercial technical Command, Control, Communications, and Computer methods, principles and practices to be able to work in a Joint service environment with personnel in both technical and operational fields Ability to work both independently and to form/lead work groups
Ability to communicate both orally and in writing in order to compose and present command-level policy in the areas of Battle Staff operations, Information Management/Knowledge Management, and Collaborative Information Environment, detailing specifics in requirement, priorities, procedures (i.e., Battle Staff Operating Procedures and IM/KM plans).
Ability to apply telephonic/circuit knowledge and operational background regarding complex multi-domain operations to anticipate challenges, provide related solutions and advise senior leadership (SES or General Officer level) on matters pertaining to secure voice conferencing Information Management/Knowledge Management, and all aspects of a Collaborative Information Environment. Ability to develop and coordinate accurate and concise staff products during normal and crisis operations (such as plans, briefings, and analytical reports) and organize resulting general-officer operation synchronization meetings in a high-stress, short-deadline environment
