About the Position: Provides the primary administrative and management support to the organization by independently planning, performing, and coordinating all functions necessary for efficient operation. This position is located in Memphis, TN.

Duties

Performs a variety of critical office management functions. Establishes and maintains subject matter files and records. Serves as training coordinator. Manages budget execution. Performs related tasks and manages assigned special visibility programs. Serves as main liaison with district property officer. Performs timekeeping functions for the organization, as backup timekeeper for all division timekeepers.

GS-09 Experience: One year of specialized experience, which includes performing clerical office management functions in accordance with established procedures; maintaining files for accuracy; coordinating training for employees; managing timekeeping functions for assigned personnel; and preparing budget reports for review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: A master's or equivalent degree or 2 full years of progressively higher level graduate education which leads to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Civil Engineering or related. OR Combination of Education and Experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes managing funds for organizational needs; managing the property book for accuracy; administrating personnel, manpower and workforce development requirements This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Engineering; Mechanical Engineering; Civil Engineering; and Electrical Engineering. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationClericalReportingWorkforce Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-09; GS-09 for the GS-11).
