As the Program Specialist, assigned to Chief of Staff's Office at the Bruce W. Carter VA Medical Center, Miami, Florida, providing administrative support services for sections under the Chief of Staff's Office such as Geriatrics & Extended Care, Hospital Epidemiology, Infection Control, Occupational Health Services and Emergency Medicine.

Duties

Major duties include but, are not limited to: Conducts special projects as assigned. Research and/or analyzes administrative issues which may be simple or complex in nature. Independently researches, collects, organizes, and displays data related to assigned initiatives and projects, preparing reports that enable users to identify potential issues, needs and opportunities for improvement related to initiatives. Designs and develops spreadsheets for the Performance Improvement Team, Systems Redesign Coordinator, Performance Improvement Committee, and others as indicated for display and interpretation of data, interpretation of data elements and/or information contained in reports. Serves as primary Contract Officer Representative for clinical personnel contracts, sharing agreements, intergovernmental personnel act (IPA) agreements, and Memoranda of Understanding (MOU), and works with respective services in the management of said clinical contracts, sharing agreements, MOUs, and IPAs. Evaluates contracts for compliance with VA policies and ensures contract specifications are accurate. Initiates cost proposals for change orders; develops a government cost estimate for the change and negotiates such changes with the Contractor's Representative, reviews and examines submittal for compliance; verifies daily logs; evaluates and makes recommendations concerning the release and payment of funds to contractors based upon exams and for procedures satisfactorily completed. Responsible for working with the respective Clinical Service, Human Resources and Credentialing and Privileging to on-board personnel timely and efficiently. Establishes and maintains controls to ensure that contracts are executed in accordance with terms. Exercise human resources responsibility by initiating request for recruitment, setting up interviews, and selecting employees, complying with EEO objectives; planning and assigning work, and maintaining accurate and current position descriptions. Prepares Market Pay Review (MPR) for new providers and biennials for current ones. Assists with the formulation and execution of assigned service(s) budgets. Maintains standard operating procedures (SOPs), including Medical Center Bylaws. Independently drafts documents (memos, policies, spreadsheets) for the Office of Chief of Staff. Serves as timekeeper, records management liaison, automated data processing application coordinator (ADPAC) and PIV manager/sponsor for the Office of the Chief of Staff. Completes other duties as assigned. Work Schedule: 8:00 AM - 4:30 PM, Monday - Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Experience in staffing such as recruitment and position management. In addition to meeting the time in grade requirement, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning and carrying out projects to improve efficiency and productivity of organizations and employees in administrative support activities. Identifying, analyzing, and making recommendations to resolve conventional problems and situations. Completing reports and recommendations influence decisions by managers concerning internal administrative operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position is primarily sedentary in nature. However, some slight physical effort may be required.
