About the Position: This position is located with the Army Corps of Engineers, Philadelphia District, Programs and Project Management Division, Business Management Branch in Philadelphia, PA.
Duties
As a Program Analyst, you will:
Provide expert-level overall application of the P2 system in NAP.
Apply a thorough working knowledge of study and project management principles, and an understanding of the Corps of Engineers organizational structure and functions, business practices, procedures, techniques, regulations, and guidance.
Develop the District’s policies and procedures for project controls.
Maintain and improve the District business processes and implements the processes across multiple PDT’s.
Ensure the District's overall plan of action is in compliance of the management processes, data handling, and reporting for District programs.
Serve as the District’s Subject Matter Expert (SME) P2 Project Scheduler and registers projects and project data using the LCM Utility. Creates and maintains District specific referential data.
Maintain a current knowledge and answers questions of other employees on procedures, policies, directives, etc.
Prepare a wide variety of project management reports for upward reporting, monthly project status reviews with customers, monthly PRB briefings, Command Management Review (CMR) data validation, and other project data calls as required.
Conduct and coordinate training classes within the District for the P2 system.
As Subject Matter Expert (SME) mentoring others and assures that work assignments of other project management specialists and schedulers are carried out accurately and in compliance with applicable laws, regulations, policies and guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Maintaining and improving the District business processes and implementing the processes; and 2) tracking funding and schedules across multiple projects to ensure proper funding is available to complete projects.
