Duties
This Executive Advisor position is located in Enterprise Support (ES) , Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serving as liaison for Executive Director, Administrative Services with
counterparts within Transportation Security Administration (TSA), Department of Homeland Security (DHS), and intergovernmental committees and working groups. Attends meetings, conferences, and high-level briefings on behalf of the Executive Assistant Administrator (EAA) and Deputy Executive Assistant Administrator (DEAA) and briefs leadership regarding significant results and developments.
Overseeing and integrating planning activities to accomplish various phases of short- and long-term projects that often cross disciplinary lines. Work includes independently defining objectives and timelines, developing new or innovative approaches, and effectively communicating roles, expectations, and requirements. Reviews and approves final work products provided by others.
Researching highly complex program and policy areas, and exercises primary responsibility for developing goals, analytical framework and appropriate methodologies to plan, implement and evaluate studies and projects.
Analyzing and interpreting policies, procedures, and precedents, and develops a range of proposed policy changes and alternatives for consideration of
the EAA/DEAA that address highly complex issues.
Making presentations to the DEAA, EAA, and other senior personnel, on policy-related matters and issues. Provides recommendations that may be the basis for major policy and rulemaking changes that impact key TSA programs and operations. Serves as an authoritative source of Information to the DEAA and EAA on proposals with organization-wide impact or Agency-wide implications.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15 , you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Planning, directing, and carrying out long range projects and policy studies; and
Program analyses which involves or impacts organizational issues and operations; and
Establishing individual and organizational performance measures that ensures accountability, evaluation and continuous improvement; and
Applying laws, rules, regulations, policies, precedents, with government and non-government organizational relationships to provide advice and guidance on management operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
