The Veterans Benefits Administration (VBA), Education Service (EDU), is modernizing its operations to provide world-class customer services that enable timely that analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of Education programs and field operations in meeting established goals, measures and objectives.

Duties

Specific duties include: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plan and assigns work, advises employees on program goal and objectives, and makes decisions on work problems presented by subordinate employees. Sets performance standards and appraises work of employees, identifies developmental and training needs of employees; provide and/or arranges for needed development and training. Serves as a technical expert in all aspects of Education field operations, including claims processing and contact center operations. Serves as primary point of contact between Education Service and Regional Processing Office and Education Call Center Leadership. Communicates regularly with SES Directors, Assistant Directors, Division Chiefs and other field and headquarters leadership orally and in writing. Liaison between Education Service and various VBA, VA and external entities, including Office of Field Operations, Government Accountability Office, Office of Inspector General, Board of Veterans Appeals. Facilitates and participates in conference calls, researches and responds to inquiries and briefs Education Service leadership on interagency and other agency decisions that impact Education Service operations (field and headquarters). Provides expert coaching to VA and VBA executives, senior leaders, managers and supervisors to improve implementation, communication and execution of change management plans throughout the workforce. Recommends resource and budget allocations to senior leaders and executives for Education field operations. Provides senior executives with critical input pertaining to the development, implementation and assessment of strategic field operations management. Coordinates with top management and technical project officers to develop policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program evaluation. Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of Education programs and field operations in meeting established goals, measures and objectives. Analyzes and prepares program status reports for review at all levels. Facilitates discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. Routinely documents and summarizes assignments, tasks, data, decisions, and the impact on resource utilization, etc. Ability to clearly convey complex ideas in simplistic ways to ensure information is useful and can be acted upon. Provides the entire organization with objective, independent assessments as well as recommendations for policy, operational issues, and initiatives requiring Director's decision and action. Analyzes individual programs, functions, and initiatives within the Service to determine whether the management systems in current use efficiently accomplish sound objectives sought and whether they provide controls necessary for sound management. Works with management to formulate and implement corrective action plans. Develops and implement organizational change strategies, goals, plans and metrics. Develop change management processes and tools to support the integration and engagement with change management principles. Prepares impact analyses and evaluation of changes. Captures data, defines, and measures success metrics including the evaluation of resistance to adopting change. Identify and maintain key relationships with stakeholders. Collaborate with other business/service lines and divisions to integrate change management activities into the existing project plans and/or organization. This position will be located at a duty station in either Buffalo, NY or Muskogee, OK. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/11/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Supervisory experience at the regional office/regional processing office level. AND; Leading projects and initiatives that analyzed an area of field operations, including claims processing or contact center operations. AND; Preparing written communication involving departmental policy/programs; preparing speeches/correspondence for high level officials; preparing technical reports, correspondence and recommendations; and consolidating complex information from a variety of sources in final form for presentation (either orally or in writing) in a clear and understandable manner to higher-level officials, subordinate managers, and employees. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
