The primary purpose of the Program Analyst in the Quality, Safety & Value Department of the Veterans Administration West New York Health System (VAWNYHS) in Buffalo, NY is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful program management throughout the VAWNYHS.
Duties

Retrieves raw data required for analysis from multiple data sources including Corporate Data Warehouse (CDW), online analytical processing applications (OLAP\Pyramid Analytics), MS Access, VISTA reports, Fileman and various other reporting tools available
through the national Veteran Support Service Center (VSSC);
Experience with MS Access, coding, Structured Query Language (SQL) and other methods of querying a database;
Validate data for accuracy, completeness, consistency, and uniformity;
Data wrangling techniques will be applied to transform and combine data of disparate formats and sources into an appropriate design required for downstream analytics;
Maintain and troubleshoot, as needed, existing MS Access databases supporting various processes including but not limited to Peer Review, Audiology, HIMS, Patient Advocate, Patient Safety, and others throughout the facility;
Exercise, initiate, and collaborate effectively with major stakeholders including leadership, project/program managers and others to transform raw data into critical actionable information and knowledge that can be used to make sound organizational decisions;
Reports WNYHS Strategic Analysis for Information and Learning Data quarterly to monitor the best use of the limited resources within the VA.
Work Schedule: Monday through Friday from 7:30am - 4:00pm

GS-12 Grade Level:

The Selective Placement Factors for this position are:
Experience utilizing qualitative and/ or quantitative methods for the assessment and improvement of programs at a large, complex medical facility to include demonstrated experience in assessing data to identify, quantify and resolve organizational problems.
Experience with maintaining and troubleshooting Microsoft Access and coding knowledge and experience with Structures Query Language (SQL) or other methods of querying a database.
AND
Specialized Experience: least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes data retrieval which requires experience with Microsoft Access and coding knowledge and experience with Structured Query Language (SQL) or other methods of querying a database; identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements; experience with methods, techniques, and tools used to analyze program, organizational, and mission performance which includes methods that deliver key performance information (for example, comparative, trend, diagnostic).
