About the Position: Serves as Chief, Water Quality and Contaminant Modeling Branch, under the general supervision of Chief, Environmental Processes and Engineering Division, Environmental Laboratory. The incumbent is responsible for developing, planning, and executing a broad program of multidisciplinary environmental and environmentally related research.
Duties
Participate in conferences with superiors, sponsoring officials, consultants, and others for reports on progress, discussion of general and specific problems, formulation of plans, and etc.
Provide advisory, consulting, and reviewing service to assist in conduct of special staff studies designed to establish and enhance capabilities and programs in environmental processes.
Select and supervise competent team leaders and/or principal investigators for in-house research work and for ensuring that research results meet sponsors’ goals/objectives within allotted time and funding.
Develop new research programs within the group’s mission and works with team leaders to maintain adequate funding to support the personnel and facilities required to accomplish the mission.
Provide overall direction to branch research projects.
Make major decisions regarding the scope and technical emphasis of projects.
Review proposals and scopes of work developed by branch personnel and directs and manages field, laboratory, and office work.
Prepare technical reports, miscellaneous papers, and other authoritative literature on assigned subjects.
Make assignments and gives technical instructions to team leaders, establishes constraints and priorities, and makes decisions as necessary to guide and control the work.
Manage group resources to support other elements of the EL, including developing and maintaining interdisciplinary research capabilities, developing scope of work, managing contracts, assisting in research planning, and conducting in-house research.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Supervisory Position. A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires a pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 55000-7-R.

In addition to meeting the basic requirement above to qualify for this position, you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes scoping, planning and leading multidisciplinary research activities; scheduling, budgeting, and resourcing studies of systems and processes related to developing new technology and research; and/or experience conducting research in the areas of environmental engineering. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02(GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-04 (equivalent to GS-12-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration."
