About the Position: Serves as Civil Engineer and performs a variety of professional engineering duties related to the technical support of construction, maintenance, and operation of navigable waterways in the Mobile District. Provide technical guidance for short-term and long-term support of a portion of the Branch's projects, which include 24 coastal, 6 deep draft, and 4 inland river projects.
Duties
Duties at the full performance GS-12 level may include:
Coordinates project operations and maintenance activities with other components of the district (engineering, administrative, contracting, real estate, operations, and legal).
Reviews contract plans and specifications prepared by Project office and/or Engineering Division.
Responsible for independently coordinating new work and maintenance dredging activities on coastal and inland navigation projects with a number of local, state, and federal environmental agencies.
Serve in a liaison capacity with responsibility for disseminating environmental information and guidance for long-term dredging and disposal programs.
Participates in planning for dredged material ocean dumping and water quality certification activities.
Provides technical assistance to project offices in processing of contract modifications to include preparation of change order requests, development of government estimates, negotiations and processing of final modification documents
Participates in the resolution of contractor claims.
Negotiates and/or provides technical guidance in the negotiations of contractor proposals.
Arranges and attends meetings, representing the District, with state, city, and county officials to work out details of local cooperation and other phases of dredging activities.
Serve as a key team member of plan formulation studies conducted by planning Division, new projects being designed by Engineering Division, and participate on study teams sponsored by higher headquarters.
Performs findings of facts, analysis of claims; review of all pertinent plans, specifications, logs, inspection records, correspondence; etc.
Incubent requires a thorough knowledge of the engineering features of the work and the operational standards.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-11:
Specialized Experience: One year of specialized experience which includes 1.) Developing formal contract technical specifications, 2.) Performing quality assurance inspection of contract dredging and equipment rental contract activities, and 3.) Performing technical studies and prepares necessary technical data for dredging contract. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
For the GS-12:
One year of specialized experience which includes: 1) Develop and review contract technical specifications for coastal navigation work related to dredging and dredge material management; AND 2) Perform contract administration for dredging and disposal area management contracts; AND 3) Develop and assist in development of cost estimates for project O&M activities and participate in the O&M budget development; AND 4) Provide technical assistance to Project Managers to develop plans of work and schedules for accomplishing O&M work.

For the GS-12, you must meet the minimum qualifications requirement using experience alone--no substitution of education for experience is permitted.
