The position is located in the Patient Administration Department of the Resources Directorate located the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The Captain James A Lovell Federal Health Care Center is larger than just a single facility, but rather
a system of facilities throughout Northeastern Illinois which provide medical and dental services
to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries.
Duties
The major duties and responsibilities include but are not limited to:
Provides personnel management and administration for the program with varied functions and activities with new changing requirements;
Coordinates administrative review of clinical privileges for physicians and staff in compliance with Credentialing and Privileging;
Prepares and maintains all submissions and administrative documentation related to human subject research associated with quality improvement, program evaluation, and research functions of a national program in order to evaluate new initiatives and progress toward program goals;
Responsible for data collection, validation, interpretation, analysis, and reporting;
Researches, interprets and analyzes health care policies, directives, regulations, etc.
Determines the impact on Service operations, functions, funding, staffing levels, and resources;
Participates in various planning, financial and operational committees and boards;
Extracts data using a variety of software packages and data sources, and applies analytical techniques to develop recommendations for process improvement; and
Performs other related duties as required.
Work Schedule: Monday - Friday 7:30am - 04:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: SPECIALIZED EXPERIENCE REQUIREMENT: One full year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience is experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems. -

EDUCATION SUBSTITUTION: A Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study.
