Duties

The primary purpose of this position is: To direct, execute, oversee and report on flight operations for C-21A aircraft at three locations under the guidance of the Wing Operating Procedures (WOP) and Wing Current Operations Flight Commander. Conducts current operations scheduling functions to include planning, scheduling, flight following and support to current, immediate, or pending flight operations. Provides liaison between Operations Group Commander and the HQ USAF, HQ USOUTHCOM, HQ USTRANSCOM, HQ AMC and Tanker Airlift Control Center (TACC). Provides office continuity and expertise when the flight commander is absent from the office due to frequent and regular flying commitments as a pilot. Responsible for development, execution and reporting of the wing's multi-million dollar C-21A flying hour program. Duties: Plans, executes, and reports on flight operations for the 375th Airlift Wing's C-21A aircraft at three locations, including assigned GSUs. Coordinates the wing's static display, airshow, and orientation flight program as part of the Wing's Operations Plan. Commits C-21 resources for the Wing. Reviews, analyses, edits, inputs, verifies, and produces computer aircraft schedules and mission changes. Unit Program Manager (UPAM) and Automated Data Processing Equipment (ADPE) Manager

  • Must be able to obtain and maintain a Secret clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; the maintenance of inventories and cost computations; practical knowledge of the functions, processes, and principles of management as they apply to aircraft operations, aircraft scheduling and documentation, aircrew training and the efficient use of personnel and resources in order to effectively and efficiently allocate 375 AW assets to Tanker Airlift Control Center and local training requirements; an understanding of the C-21 aircraft capabilities and limitations to include; range, fuel requirements, configuration, crew duty day, and crew rest and ground times. Utilizes different mission planning computer systems and has the knowledge to quickly navigate and update these programs; and working knowledge of worldwide diplomatic clearance requirements for overflight and landings, International Civil Aviation rules as well as DOD and AF regulations to safely and effectively mission plan aircraft travel throughout the world. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, and instructions as they apply to aircraft operations, aircraft scheduling and documentation, aircrew training and the efficient use of personnel and resources in order to effectively and efficiently allocate 375 AW assets to Tanker Airlift Control Center and local training requirements. Knowledge and ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues/problems related to current operations planning and reporting functions in support of current, immediate, or pending flight operations. Ability to communicate effectively, both orally and in writing and to utilize computer systems when needed. Knowledge of the capacity and characteristics of the C-21 aircraft as well as any like aircraft. Knowledge of supply regulations, policies, procedures, techniques, and methods; and of policies and procedures for requisitioning and issuing equipment and/or parts. Knowledge of data entry and processing of supply transactions in an automated supply system; and of general office administrative and clerical procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
